No way that this was a poorly worded attack on Bush. It was advice given to the audience he was speaking to ... a group of college students.
"You know, education, if you make the most of it, if you study

In the first sentence he is giving advice on how to avoid the
alternative of the second sentence.
If you don't make the most of your education, don't
study hard and don't do your homework you will not do well and will end up " Stuck In Iraq ".
This idiot is stuck in the 60's and 70's. Not a one the students has
to go to Iraq unless they decide to volunteer.
