Well, Iran has been watching the UN under the (gag, cough) "leadership" of Kofi and Krew. When France backed out at the last minute on supporting the Iraqi war (joined by Germany and Russia), every nation who wants to harm anyone, saw at that moment in time that the UN is an organization incapable of doing anything. They speak and write but NEVER stand behind their words. This test, if indeed it happened, and the ongoing Iranian attempts to gain nukes, are directly attributable to the ineptitute of Kofi and the incompetent UN.

There's 'tickling the tail of the dragon' seeing just how close you can get to critical with out actually killing yourself. We still do this stuff in underground chambers. It does involve explosions, but does not result in a genuine "critical mass" nuke explosion. It is still invaluable to test the formulation of fissile material. That is some black magic and is the route to small nukes. Large Mahattan project style weapons aren't nearly as complex in formulation, but they're ... big.
