Well, Iran has been watching the UN under the (gag, cough) "leadership" of Kofi and Krew. There's 'tickling the tail of the dragon' seeing just how close you can get to critical with out actually killing yourself.

We still do this stuff in underground chambers. It does involve explosions, but does not result in a genuine "critical mass" nuke explosion. It is still invaluable to test the formulation of fissile material. That is some black magic and is the route to small nukes. Large Mahattan project style weapons aren't nearly as complex in formulation, but they're ... big.
