The only way to tell for sure is intelligence on the ground. They can fake a conventional explosion and release some radioactivity to fool sensors, but when they get a specific reading on the ground of the type and composition of the radioactivity, they can tell for sure.

And they could presumably do it in a week, given remarks of the Defense Minister, the fact that 20 of the world's 100 most powerful supercomputers belong to the Japanese atomic energy agency, and they are the world's leader in precision machinery. Overkill here. The US developed nukes in the 1940's with nothing even as powerful as a Pentium 286.

But they also said that it might not register on the USGS's sensors, so no reading isn't necessairly indicative of no test. Of course, there are other ways to tell if a test has been conducted and I'm sure our intelligence agents are looking into those right now.

Just WHAT did you want President Bush to do...drop nukes on North Korea, without sending anything into the direction of South Korea and Japan and China? If you imagine, for one instant, that this braying, keyboard commando bravado is how anyone in REAL power behaves, you're nuts.
And outside of nuking N.Korea, for no reason,mind, what did you want President Bush to do? There are sever sanctions, we have isolated that country, we have kicked China, in the shins over this, worked steadily behind the scenes with four other nations, as well.

The reason it has not happened, is that the caretakers of the existing stockpiles have been relatively sane and measured in their responses.
The reason we are getting closer to a thermonuke war is proliferation. We have always known this day was coming, and Kimmy with a bomb will cause others in the region to make them, just as Iran's possession will cause the Saud's and other to want them as well.
