He's been posting this several times a day for many days and we're getting sick of it. He will be stopped.I assume he's using an IP that's shared by legitimate users or you could just blackhole him.
You could add code that tests for this text, and then returns the page but only to the posting address. A bit fiddly but he'd never know you were having him on. And no one else would ever see his drivel.
As far as his assertion that a plane can't do a 270 degree turn and lose 7000 feet in two minutes, if you find the guy, straightjacket him and let me take him up. Please.

They use anonymous proxy servers or an anonymizer program which gives them a different proxy server (thus creating a false IP number) every time they post. When you ban their username, they just make up another. After a while, they get tired of having to find new anonymous proxy servers to use, plus doing so slows down their PC. As you can see, thepeople that do this sort of thing are children who think they are smart, but really don't know anything that is going on in the world at all. All they know is how to do a few things on their PC when mommy and daddy aren't looking. Sooner or later they will use the wrong proxy server and get caught.

Thanks, makes sense.
Those services have real, worthwhile uses, for some people who really need them, and there are ways that all Americans benefit from them. Which is all I'm gonna say about that.
That said, most of the users have some malicious intent towards someone. A lot of time when it's a kiddie like this he's boasting about it to his friends in an IRC channel somewhere -- either one oriented towards his infantile level of political understanding, or the one where he learnt of the server he's using.
Boasting, of course, is incompatible with actual undercover activity, and is most likely how this cretin'll be exposed. I somehow doubt that there will be any worthwhile legal recourse against him, though. If he's under the age of majority you can make the parents who did such a feeble job of raising him spend a lot of money on lawyers to hang on to their house. But that does not mean that they will recognize that the cause of their distress is their own flesh and blood.
