Tehran & Damascus Move to Lebanon Lebanon-born Walid Phares is a senior fellow at the Foundation for the Defense of Democracies. Author of the recent book Future Jihad, he was also one of the architects of 2004s United Nations resolution 1559, which called for the disarming of Hezbollah. NRO editor Kathryn Lopez recently talked to Phares about whats going on in the Mideast, what happened to the Cedar Revolution, and this war were all in.
Kathryn Jean Lopez: What is Future Jihad? Are we seeing it in the Mideast now?
Walid Phares: Future Jihad, which has already begun, refers to a new and potent form of Islamic terrorism, characterized by a Khumeinist-Baathist axis. These are the two trees of jihadism, so to speak the Salafism and Wahabism embodied in al Qaeda and the sort of jihadism led by Iran and also including Syria, Hezbollah, and their allies in Lebanon.
The alliance has not been in entire agreement as to strategy. The al Qaeda branch began its Future Jihad in the 1990s; its efforts culminated on 9/11 and have continued explosively since then. The international Salafists aimed at the U.S. in the past decade in order to strengthen their jihads on various battlefields (Chechnya, India, Sudan, Algeria, Indonesia, Palestine, etc.). Weaken the resolve of America, their ideologues said, and the jihadists would overwhelm all the regional battlefields.
As I argue in Future Jihad, bin Laden and his colleagues miscalculated on the timing of the massive attack against the U.S. in 2001. While they wounded America, they didnt kill its will to fight (as was the case, for instance, in the Madrid 3/11 attacks). I have heard many jihadi cadres online, and have seen al Jazeera commentators on television, offering hints of criticism about the timing. They were blaming al Qaeda for shooting its imagined silver bullet before insuring a strategic follow up. But bin Laden and Zawahiri believe 9/11 served them well, and has put a global mobilization into motion. Perhaps it has, but the U.S. counter strategy in the Middle East, chaotic as the region currently appears, has unleashed counter jihadi forces. The jury is still out as to the time factor: when these forces will begin to weaken the jihadists depends on our perseverance and the public understanding of the whole conflict.
The other tree of jihadism, with its roots in Iran, withheld fire after 9/11. They were content to watch the Salafists fight it out with the U.S.-led coalition in Afghanistan and Iraq, not to mention within the West, as terror cells were hunted down. Ahmedinejad, Assad, and Nasrallah were analyzing how far the US would go, and how far the Sunnis and Salafis would go as well.
The fall of the Taliban and of the Baath in Iraq, however, changed Iran and Syrias patient plans. The political changes in the neighborhood, regardless of their immediate instability, were strongly felt in Tehran and Damascus (but unfortunately not in the U.S., judging from the political debate here), and pushed the Khumeinists and the Syrian Baathists to enter the dance, but carefully. Assad opened his borders to the jihadists in an attempt to crumble the U.S. role in Iraq, while Iran articulated al Sadrs ideology for Iraqs Shiia majority.
A U.S.-led response came swiftly in 2004 with the voting of UNSCR 1559, smashing Syrias role in Lebanon and forcing Assad to withdraw his troops by April 2005. In response, the axis prepared for a counter attack on the Lebanese battlefield by assassinating a number of the Cedar Revolution leaders, including MP Jebran Tueni. In short, the attacks by Hamas and Hezbollah and the kidnappings of soldiers were the tip of an offensive aimed at drawing attention away from Irans nuclear weapons programs and Syrias assassination of Lebanese Prime Minister Hariri. Hezbollah was awaiting its moment for revenge against the Cedar Revolution too.
What we see now is 1) a Syro-Iranian sponsored offensive aimed at all democracies in the region and fought in Lebanon; 2) Israels counter offensive (which it seems to have prepared earlier); and 3) an attempt by Hezbollah to take over or crumble the Lebanese government.
Lopez: So did the Cedar Revolution fail?
Phares: Actually, it would be more accurate to say that the Cedar Revolution was failed. The masses in Lebanon responded courageously in March 2005 by putting 1.5 million people on the streets of Beirut. They did it without no-fly-zones, expeditionary forces, or any weapons at all, for that matter, and against the power of three regimes, Iran, Syria, and pro-Syrian Lebanon, in addition to Hezbollah terror. The revolution was for a time astoundingly successful; since then it has been horribly failed, and first of all by Lebanons politicians themselves. One of their leaders, General Michel Aoun, shifted his allegiances to Syria and signed a document with Hezbollah. Other politicians from the March 14 Movement then stopped the demonstrations, leaving them with the support of God knows what. They failed in removing the pro-Syrian President Emile Lahoud and brought back a pro-Syrian politician to serve as a speaker of the house, Nabih Berri. Meanwhile, even as they were elected by the faithful Cedar Revolution masses, they engaged in a round table dialogue with Hezbollah, a clear trap set by Hassan Nasrallah: Lets talk about the future, he said with the implication, of course, that they forget about the Cedar Revolution and the militias disarming. While political leaders sat for months, enjoying the photo ops with Hassan Nasrallah, he was preparing his counter offensive, which he unleashed just a few days before the Security Council would discuss the future of Irans nuclear programs.
The Lebanese government of Prime Minister Seniora also abandoned the Cedar Revolution. His cabinet neither disarmed Hezbollah nor called on the U.N. to help in implementing UNSCR 1559. This omission is baffling. The government was given so much support by the international community and, more importantly, overwhelming popular support inside Lebanon: 80 percent of the people were hoping the Cedar Revolution-backed government would be the one to resume the liberation of the country. Now Hezbollah has an upper hand and the government is on the defensive.
The U.S. and its allies can be accused of certain shortcomings as well. While the speeches by the U.S. president, congressional leaders from both parties, Tony Blair, and Jacques Chirac were right on target regarding Lebanon, and while the U.S. and its counterparts on the Security Council were diligent in their follow up on the Hariri assassination and on implementing UNSCR 1559, there was no policy or plan to support the popular movement in Lebanon. Incredibly, while billions were spent on the war of ideas in the region, Lebanese NGOs that wanted to resume the struggle of the Cedar Revolution and fighting alone for this purpose were not taken seriously at various levels. Policy planners thought they were dealing with the Cedar Revolution when they were meeting Lebanons government and Lebanese politicians. The difference between the high level speeches on Lebanon and the laissez-faire approach from lower levels is amazing. Simply put, there was no policy on supporting the Cedar Revolution against the three regimes opposing it and the $400 million received by Hezbollah from Iran.
The Cedar Revolution was basically betrayed by its own politicians and is now essentially without a head. Nevertheless, as long as the international support remains, the Revolution will find its way and will face the dangers. The one and a half million ordinary citizens who braved all the dangers didnt change their minds about Hezbollahs terror. The resistance and counter-attack was to be expected. Unfortunately, thus far Iran, Syria, and Hezbollah have outmaneuvered the West and are at the throats of the Cedar Revolution. The international community must revise its plans, and, if it is strongly backed by the U.S. and its allies, including France, the situation can be salvaged. The good seeds are still inside the country.

But an official traveling with him said the minister's initial remarks were in reference to the draft resolution submitted by France and the United States and not to the one finally approved by the UN Security Council late on Friday.
"Mr Mottaki was referring to the initial draft of the text, which was one-sided and served the interests of the 'Zionist' regime," the official said.
Mottaki said that "after efforts by certain Islamic and Arab countries, and the strong and unified position of Lebanon, some of the positions and amendments called for by Lebanon were included in it, and (the resolution) represents a new setback for the 'Zionist' regime after its military defeat," the official said.
The UN Security Council unanimously called for an end to the bloodshed and for the deployment of a 15,000-strong international peacekeeping force in south Lebanon.
Resolution 1701 also calls for Israeli troops to be withdrawn from southern Lebanon after an end to the fighting.
Iran, which does not recognize the Jewish state, helped to create and arm Hezbollah in 1982 in response to Israel's invasion of Lebanon. Tehran stands accused by the United States and Israel of fomenting chaos in the region by channeling weapons to the guerrillas.
Iran denies the allegations, saying it provides only moral support to the movement.

Iran orders major daily to replace director

LONDON, August 13 (IranMania) - Iran's conservative press watchdog has ordered a major moderate broadsheet, the Shargh, to replace its director, an official from the newspaper told AFP.
"We have a month to introduce a new director," said Mohammad Atrianfar from the paper's policy-making board.
The decision came after Shargh received 70 warnings for publishing "heretic articles, insulting religious, political and national figures and revealing
information in defiance of the Supreme National Security Council", the semi-official Mehr news agency said.
"We are going to talk to the watchdog, if they do not change their mind we have to come up with a new director to replace Mehdi Rahmanian,"
Atrianfar said.
The new director has to be approved by the press watchdog.
With a circulation of 100,000, Shargh is a leading publication reflecting centrist and moderate views among some 40 national dailies, half of which are
close to the moderate and reformist camps.
The Iranian press enjoyed some freedoms under the previous reformist government of Mohammad Khatami from 1997-2005).
Since 2000, however, the hardline judiciary has clamped down on the reformist press, shutting down scores of titles and detaining dozens of
journalists.

The Iranian government last week banned Defenders of Human Rights Center (DHRC) on the grounds it had failed to get authorization to operate.
"Any action on the part of the Iranian government to put a stop to the activities of the (DHRC) or Ms. Ebadi and her colleagues is completely unacceptable under the definitions of the right to organize and the right to freedom of expression," Foreign Minister Peter MacKay said in a statement.
MacKay said he hoped the Iranian authorities would recognize the "good work" of the center "and will confirm the legitimacy of their activities."
Formed by six prominent lawyers and headed by Ebadi, DHRC has been an active advocate of human and minority rights in the Islamic republic for the past four years.
MacKay warned Iran that the ban directly affected Canada's interests.
He recalled that Ebadi, who won the Nobel Peace Prize in 2003, is also leading a legal team seeking justice in the case of the death of Iranian-Canadian photojournalist Zahra Kazemi, AFP added.
"Any limitation that prevents them from defending the case of Ms. Kazemi would have consequences for Canada," MacKay said.
Kazemi, 54, died in July 2003 after spending two weeks in custody in Tehran following her arrest for photographing a demonstration outside the Iranian capital's Evin prison.

Aliville: Another Islamist Village in Georgia
***Exclusive Investigative Report***
In December 2005, I posted information here about an Islamic settlement near Commerce, GA called Madinah Village that is linked to the Muslims of the Americas (MOA), the front organization for Jamaat ul-Fuqra. Additional research has led me to believe that there is another such village in the state, located in southeastern Georgia. For readers not familiar with MOA/Fuqra, they are reported to have at least two-dozen villages, or jamaats, around the country.
Last fall, following Hurricane Katrina, a pair of news stories appeared about a "charity" linked to the Muslims of the Americas called Hand to Hands Social Service Agency describing the contributions of several of its members from around the country to the relief efforts. [Hand-to-Hands is headquartered in Binghamton, NY; their website is handtohands.org]
One of the stories, from Spero News, mentions the names of a couple of women hailing from a place called "Aliville (Odem, GA)". After googling "Odem", I realized the town is actually spelled "Odum". It is not clear if the name of the town was misspelled intentionally. Nonetheless, after working through a number of search string combinations, I finally found what I believe to be Aliville. It lies 14 miles northeast of Odum just off Hwy 169 aka Lanes Bridge Rd in northern Wayne County.

Once again, the MOA shows its knack for obscurity. This village is very rurally located. And, just as other MOA villages have given their roads Islamic-sounding names [Moslem Road in Hancock, NY; Islamville Way in York, SC; Mahareen Drive in Meherrin, VA; Sheikh Gilani Lane in Red House, VA], Aliville can be found on Mecca Circle. Several addresses are listed for Mecca Circle and additional residents are also listed on Oriole Road, which is the east-west road you see in the image.
Records from the Georgia Secretary of State's office indicate that at least one business is linked to the village. A company called Qasr Computing Solutions, Inc. maintains an address at Aliville.
The company's website [qasr-inc.com] says that they were formerly based in Jacksonville, FL and in fact, additional information I have discovered confirms that several Aliville residents had previously lived in Jacksonville. I am not currently aware of an MOA presence in Florida, but I consider it likely. However, I did also find additional information confirming that Aliville residents previously hailed from Dover, TN and Binghamton, NY, two locations with a known MOA presence.
As I said, the village is located in a very rural part of Georgia. It is not close to any metropolitan areas. So, as with the other villages, I looked to see what sort of strategic infrastructure there might be nearby. See, the MOA like to say that they live rurally to escape the temptations of worldly urban life. However, covert Fuqra operatives have exploited the fact that many of the MOA/Fuqra villages can be found near hard strategic targets [e.g., near power plants (including nuclear), military bases, reservoirs, etc.]. Considering Fuqra's shadowy connections to Pakistani intelligence, this fact is perhaps not coincidental.
As I panned outward on the map, I discoverd that Aliville is just about an hour's drive from Fort Stewart. Fort Stewart is the largest Army installation east of the Missisippi River. [Note: The Fuqra cell that was broken up in Colorado years ago was known to have conducted surveillance of several military facilities; the still-active compound at Dover, TN is just a few miles from Fort Campbell (map)].
In addition to Fort Stewart, Aliville is within a few hours drive of several significant military facilities that dot South Georgia.

I do not currently know what law enforcement authorities know about this location, if anything. I do know that it has not been written about in any of the materials re: MOA/Fuqra that I've seen. I will point out that it was not listed on the table of suspected compounds published by the National White Collar Crime Center in their report on Fuqra. The village at Meherrin, VA, which was exposed by Baron and myself, was not on that list either. It was one of Fuqra's more secretive villages and is known to have sheltered one of their most high-profile operatives while he was a wanted fugitive. Makes me wonder what might be going on in Georgia?

Secret Fuqra Compound in VA (updated)
Well, once again, we learn something from the vigilant Baron Bodissey at Gates of Vienna. By way of a sparse mention in a news story from 2002 and a couple of contacts, he has come across another Fuqra compound in rural Virginia. The group calls itself the "Muslims of the Americas", what research has identified as the front organization for Sheikh Gilani's covert operators known as al-Fuqra.
Baron has a couple of maps and some pictures of the road leading to the compound as well as the entrance, where apparently the sign that use to indicate its presence has been removed.
It is located off State Highway 633 near the town of Meherrin, VA and a community called Virso. The address is "Mahareen Drive". Based on Baron's map, here is an aerial view from MSN Virtual Earth.

After reading this, I knew I had to dig deeper because I think he is on to something with this one. Having researched Fuqra for several weeks now, this compound is not mentioned in anything else that I have seen up to now. This is one of the ones they don't talk about and there are likely others that they don't talk about. So, today, let's shine a light on this place.
A reverse address search of Mahareen Drive turns up three Muslim names. Ok, no surprise there.
Here is where things get a little more interesting. According to their website, the Farmville Area Chamber of Commerce welcomed a new member in its June 2002 newsletter - White Hawk Security Int'l. Inc. with the same address as the compound. Further searches revealed several other company locations in the area.
We know that members of the compound in Colorado and New York operated security companies. That status not only allows them to pursue contracts to make money, but to possibly gain access to facilities, and to provide easier access for weapons purchases. Of course, I have no knowledge of this company or any of its employees, I just find it really interesting and peculiarly circumstantial.
I was able to get some additional information on the company through a business database. The company does business as "Whsi Consulting". The line of business is "private security and consulting"; SIC Code is 7381 - "detective & armored car services" and their NAICS Code classification is 561612 - "security guards and patrol services". The database lists them as having 50 employees with annual sales of $20.0 million.
Now, to further connect the dots, since the company hq is located at the Meherrin compound, might there be some symbolism or connection to Islam in the use of "White Hawk" in the company name? The following should answer that question.
Here is an Islamic art work (known as a calligram) that depicts a "'white hawk' bringing a message to the mystic Abelqadar Jilali". Apparently, the name is misspelled or is a variation (of which there are several) of Abdel Qadir al-Jilani, a 12th-century Sufi leader. (There is a shrine to him in Baghdad.) There's more.
Here's the connection - a message called "The Flight of the White Hawk", translated by Sheikh Jilani himself, founder of al-Fuqra and Muslims of the Americas, who claims descendancy from the 12th-century predecessor.
UPDATE: Another detail that caught my eye in a homeland security report that Baron linked to from February 2002. This "peaceful" group is well-armed:
Owners of a gun shop in the area said members of the Muslim communities have bought several weapons over the past few years. They said their weapons of choice are high-priced, heavy-caliber handguns, which are purchased legally by members of the communities who possess valid Virginia driver's licenses. The owners said most of the purchases occurred before the September 11 attacks - including several men who purchased their legal limit of one handgun every 30 days. The gun-store owners also are aware of the group's devotion to Sheik Gilani as well as al-Fuqra. They sold weapons to Vicente Pierre, who was convicted in November of two felony firearms violations.
Question: If the shop owners know that these people are Islamic radicals with a history of violence, why are they selling them guns? I guess money still talks.
UPDATE: Regarding my last "question" there, I should correct my misconception. I found a transcript of a segment from NOW with Bill Moyers called "Gun Land". In it they feature the Virginia gun store owner I mentioned above. Turns out he did cooperate with the ATF by installing a hidden camera in his store which allowed the investigation to go forward.

I think if they refused to sell to someone with a valid ID who passed instant check, for reason of ethnicity or religion, even if that is what we would consider a radical association, they would have reason to fear a lawsuit. Indeed, the ACLU might come to favor the 2nd Amendment!

Jamaat ud Dawa: "Charity" Front or Terrorist Organization?
Fresh on the heels of linking to counterterrorist blogger CP's recent post exposing yet another Jamaat ul Fuqra terror training compound in America, I suddenly found myself once again bitten by the bug of researching and exposing terrorists, wherever they may be, whoever they are.
Well, guess what? I've found another "Jamaat". This time it's Jamaat ud Dawa.
What is this Jamaat ud Dawa?
Well, for starters, here's their official website. My, but it sounds very nice and non-threatening to us non-Muslims, doesn't it? They claim to be wholly opposed to terrorism and actually denounce terrorism as terrorism.
Here's the link to their introduction to themselves.
They claim to be a movement founded in 1985 by "by Islamic scholars and reformers of great distinction". As for whether they're telling the truth, I'll deal with that a little further down in this post.
The Jamaat also, in their introduction, claims:
Jamaat-ad-Dawah has always carried out its activities peacefully . Not only did the Jamaat participate in any violent demonstrations, it has always tried to educate the public against such violence. Jamaat-ad-Dawah does not believe in armed struggle against Muslim rulers in Islamic countries. Such activities not only weaken the Muslim Nation (Ummah), but also provide an opportunity for non-believers (Kuffar) to succeed in their nefarious schemes. It is our belief that Muslim rulers and peoples should be
invited to the undistorted and true faith (Deen).
(Note above that they say something about Kuffars (non-Muslims) and "nefarious schemes", exposing an apparent hostility towards non-Muslims.)
We can force neither the rulers, nor the people, to change. Those who use violence to impose their point of view, actually lack the force of argument. Jamaat-ud-Dawah believes that bomb blasts at public places, damaging public property, random killing of innocent people, raping women, and other crimes against humanity are blatant acts of terrorism. Whoever carries out such acts, whether it is an organization or state, is a terrorist.
Wow! Sound good? These guys are Muslims who reject jiahd, which is an absolute requirement of all "pure" Muslims (this organization speaks of Islamic purity, remember!)?
Are these Muslims, who claim to be pure Muslims, therefore ironically rejecting the orders of Allah as written in the Koran?
I mean, yeah, suuuure!
They say of themselves:
The creed of Jamaat-ad-Dawah is based on these words of Allah (saw) in the Quran:
ÇÏúÎõáõæÇú Ýöí ÇáÓøöáúãö ßóÂÝøóÉð
Enter in totality into the fold of Islam. (Surah al Baqarah: 208)
Note the word "totality". This is very clear. One cannot "enter in totality into the fold of Islam" and reject one of the key dictates of Islam as ordered by Allah. One cannot reject anything at all, in fact, and claim to be totally Muslim. It would be illogical and blasphemous, certainly in the eyes of fundamentalists and would actually carry a death sentence, if I recall correctly from my research of the Koran.
How about more? Is Jamaat ud Dawa really who they claim to be?
Now, let's go here. We learn that this Jamaat was, until recently, actually named "Lashkar-e-Tayyaba ".
Guantanamo detainee Khalid Bin Abdullah Mishal Thamer Al Hameydanis
Combatant Status Review Tribunal said that he had received training from Lashkar. Pakistan President Pervez Musharraf banned the group along with four other Islamic groups, in January 2002, amid pressure that followed the 9/11 attacks in the US. By mid-2002 it had renamed itself Jamaat ud Dawa. The massive earthquake in the both parts of divided Kashmir in October 2005 has also affected its fortunes.
This organization is clearly a terrorist organization like Jamaat ul Fuqra, which has camps in Pakistan, the United States and Canada (I've exposed the one in Canada on this blog). They were banned and changed their name to what it is today, now pretending to be an Islamic disaster relief organization, also very similar to Jamaat ul Fuqra's claims about itself (the Fuqra was involved in supposed relief activities following Hurricane Katrina).
The group has repeatedly claimed through its journals and websites that its main aim is to destroy Indian republic and annihilate Hindus. Also, it identifies India, Israel and USA as the main centres of infidelity and according to the Laskhar they must be destroyed to promote spread of Islam.

The group that started its operations initially in Kashmir now has spread its tentacles in rest of India. In fact, the group has executed nearly half a dozen major attacks on temples and busy markets in different parts of India in the past one year.
It appears that Jamaat ud Dawa is to India as Hezbollah is to Israel.
Since then, the group has again been allowed to openly collect funds in Pakistan, officially for reconstruction work. Many of their offices have reopened and its members have played a prominent role in rebuilding work. Unlike most other Kashmir terrorist groups, a majority of its members are non-Kashmiri, and its headquarters are also based in Pakistan.
Here's a U.S. Navy Terrorist Group Profile for the organization. The information at this link is very illuminating and damning. In fact, they've been linked to Al Qaeda.
According to the profile, this organization was originally formed in 1989, not in 1985 as they claim. They became the "Dawa" after being banned as a terrorist group by the Pakistani government following 9/11.
Activities:
LT has conducted a number of operations against Indian troops and civilian targets in Jammu and Kashmir since 1993. LT claimed responsibility for numerous attacks in 2001, including an attack in January on Srinagar airport that killed five Indians; an attack on a police station in Srinagar that killed at least eight officers and wounded several others; and an attack in April against Indian border security forces that left at least four dead. The Indian government publicly implicated LT, along with JEM, for the attack on December 13, 2001, on the Indian Parliament building, although concrete evidence is lacking. LT is also suspected of involvement in the attack on May 14, 2002, on an Indian Army base in Kaluchak that left 36 dead. Senior al-Qaida lieutenant Abu Zubaydah was captured at an LT safe house in Faisalabad in March 2002, suggesting some members are facilitating the movement of al-Qaida members in Pakistan.
External Aid
Collects donations from the Pakistani community in the Persian Gulf and United Kingdom, Islamic NGOs, and Pakistani and other Kashmiri business people. LT also maintains a Web site (under the name Jamaat ud-Daawa), through which it solicits funds and provides information on the groups activities. The amount of LT funding is unknown. LT maintains ties to religious/militant groups around the world, ranging from the Philippines to the Middle East and Chechnya through the fraternal network of its parent organization Jamaat ud-Dawa (formerly Markaz Dawa ul-Irshad). In anticipation of asset seizures by the Pakistani Government, the LT withdrew funds from bank accounts and invested in legal businesses, such as commodity trading, real estate, and production of consumer goods.
This terrorist organization bears investigation, even though they aren't known to have any bases of operation in North America or Europe.
They are clearly a mortal enemy of our friend, India. For example, go here to see them, on their website, demonize the Indian media and Indian "intellectuals" for what they say about a secretive compound called "Markaz-e-Tayyibah", which I suspect might be a fortress of terrorism or something.
I may do further postings on this organization depending on further research findings.

Description
LT is the armed wing of the Pakistan-based religious organization, Markaz-ud-Dawa-wal-Irshad (MDI), an anti-US Sunni missionary organization formed in 1989. LT is led by Hafiz Muhammad Saeed and is one of the three largest and best trained groups fighting in Kashmir against India. It is not connected to any political party. Terror Camp in Combermere, Ontario and Other Locations in Canada
Continuing my investigation, I've come across information on a specific location inside of Canada of a Jamaat ul Fuqra (JuF) "jamaat", a rural community of Islamists appparently training in terrorism.
The jamaat in question is located in the Madawaska Valley in Combermere, Ontario.
Note that this is just outside of Ottawa!
The information comes from Defense Watch . It's an article posted on Free Republic. It's one bloody hell of a read. Go and read it!
A couple of excerpts for the bigger picture:
The upstate New York town of Hancock serves as the American headquarters for al Fuqra, with at least six major rural communities, jamaats, of two to three hundred members located in Red House, Va., Tulare County, Cal., Commerce, Ga., York, S.C., Dover, Tenn., and Combermere, Canada. Total membership in al Fuqra is believed to be between one and three thousand, with smaller jamaats being reported in over 25 locations throughout the United States, Canada, and the Caribbean. The communities themselves are primarily walled or fenced-in gatherings of trailers or mobile homes. At least three of the compounds are known to have firing ranges, and the compound in the Sierra Nevada Mountains of California has a fully functional airfield.

Additionally, Al fuqra owns two private security companies in Brooklyn, N.Y. that not only provide armed protection for the jamaats, but also compete for government and private security contracts.

Gilani launched his U.S. operations in 1980. Within ten years, Fuqra's communes were billing themselves as havens where Muslim converts--many of them inner-city blacks, sometimes recruited in prison--could build new lives. At least seven such communities are active today, in Hancock, N.Y.; Red House, Va.; Tulare County, Calif.; Commerce, Ga.; York, S.C.; Dover, Tenn.; and Combermere, Canada. While some of these enclaves contain only rudimentary buildings and trailers, the California compound has 300 residents on a 440-acre spread, according to a recent report by a local ABC station. Residents deny any involvement with terror, but Fuqra has a history of getting into trouble with the law.
Over the years, at least a dozen Fuqra members have been convicted of crimes including conspiracy to commit murder, firebombing, gun smuggling, and workers' compensation fraud in the United States or Canada. And Fuqra members are suspects in at least 10 unsolved assassinations and 17 firebombings between 1979 and 1990. Nor is Fuqra's criminal activity all in the past. In the last year alone, a resident of the California compound was charged with first degree murder in the shooting of a sheriff's deputy; another was charged with gun smuggling; the state of California launched an investigation into the fate of more than a million dollars in public funds given to a charter school run by Fuqra leaders; and two residents of the Red House community were convicted of firearms violations, while a third awaits trial.

Examine Gunman's Possible Ties to al Furqa

In the Middle East today, we see a young generation of Muslims being trained to hate Israel and the West while cherishing the thought of martyrdom. It is easy to see the brutal path that has been chosen for these children. However, for those not schooled in this path of destruction, the road to terrorism usually takes on one of two forms.
