The Integrated Learner will combine traditional machine learning techniques with an AI reasoning system capable of understanding behaviour it observes only once. That might be of use to humans at some point.

I got a little prediction for you.
In four years, you'll have to dig deep, deep into the archives of the scientific literature to find out what happened to this project, and why it failed totally.
Oh, and the $24 mil? That'll be looking fine, in the form of wine cellars and indoor swimming pools for all the earnest BBN managers, located in the most upscale, most liberal suburbs of Beantown USA.

Over the next four years BBN will develop an artificial intelligence capability called Integrated Learner that will learn plans or processes after being shown a single example.
The machine/computer that will be capable of learning and using common sense will cost many billions of dollars in research and will also cost many billions of dollars (each) to purchase.

Virtually translation software on the web results in some gibberish when complex idioms are used because a computer translates the sense of a passage literally. A computer, for example is not capable of translating slang like, "you're groovy, baby!" As in this English to German translation of the above paragraph.
Eigentlich läuft die Übersetzungssoftware im Web auf ein Kauderwelsch hinaus, wenn komplizierte Idiome verwendet werden, weil ein Computer den Sinn eines Durchgangs wörtlich übersetzt. Ein Computer, ist zum Beispiel, dazu nicht fähig, Slang wie zu übersetzen, "sind Sie, Baby irre!" Als in diesen Engländern zur deutschen Übersetzung des obengenannten Paragraphen.
As you can see, the Machine Translation fails to capture the idiom of the English slang in German. And there is no way to acertain the German expression is idiomatically as opposed to literally correct. Its the former that makes for a common sense language to language text translation.
