Imagine Alabama happens to be a majority muslim state and Georgia happens to be a majority Christian state. Then imagine Alabamans slipping into Georgia to murder hundreds of commuters on MARTA because Georgia is a successful state and Alabama is a depressed state.
How should Georgia respond? Negotiate? Diplomacy?
Or with extreme prejudice?
