Very true, I don't see why they wouldn't send in another 5 or so missiles to make sure he dies.
Missiles cost money, and besides, you get valuable intel after someone carts him off to a care facility.
It also means that once you find out what room he's in, you can send another single missile in, and not have to spend as much money. :)
