The double explosion in Door county WI is being blamed on a propane leak. The popular Ellison Bay tourist restaraunt was leveled. It's being reported that there are still explosive vapor pockets.

ATF is investigating.
I guess the strange aspect is that 1 of the buildings involved is across a road from the other 2. No pipelines run under a road, so they're not sure if some type of gas just pooled in the ground.

NEW DELHI: The terror attack on Mumbai trains was carried out by Lashkar-e-Toiba and local Students Islamic Movement of India (SIMI) activists and was designed to trigger communal conflagration in the countryâs financial capital, intelligence sources said.
While still waiting for clues to emerge, top intelligence sources in New Delhi seem pretty sure the blasts on the trains were plotted by Lashkar modules which are increasingly collaborating with activists of SIMI, which boasts of strong pockets of influence across Maharashtra.
The estimate of intelligence agencies here is derived from the scale of the attack, as well as precise information about the Lashkarâs sleeper cells that have proliferated in Maharashtra.
Sources in the home ministry, in fact, said that a carnage had seemed very much on the cards with information pouring in about stockpiling of arms and explosives by religious extremists.
Unlike last time when tip-offs helped the Maharashtra police foil the fidayeen attack on RSS headquarters at Nagpur, this time, Maharashtra and central sleuths failed to detect the plot.
"Every time, you cannot be lucky. Information as to which train they are going to attack and where is not easy to come by," said a top intelligence official engaged in counter-terror operations.
Officials here are convinced that the terrorists' objective was to cause communal mayhem in the city. The conviction is based on two facts.
First, the trains were targeted just after the communal-tinged violence in Bhiwandi, and the protests by Shiv Sainiks over the insult to the statue of Meenatai Thackeray by miscreants.

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated December 12, 2005 and expires on December 6, 2006.
The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Americans are reminded that demonstrations and rioting can occur with little or no warning. The publication in the international press of caricatures of the Prophet Mohammed, for example, led to widespread demonstrations and riots in several countries.
The March 2006 bombing near the U.S. Consulate in Karachi, Pakistan, illustrates the continuing desire of al-Qaida to strike official American targets. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.
Extremists may elect to use conventional or non-conventional weapons, and target private interests or soft targets with a reduced security posture. Examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, hotels, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 is one such example.
In the wake of the July 2005 London bombings and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.
U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to A Safe Trip Abroad found at http://travel.state.gov.
U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. WASHINGTON, July 11, 2006 U.S. officials are condemning a terrorist video reported to show the mutilated corpses of American soldiers.
The terrorists say the video is of two American soldiers captured near Yusifiyah, Iraq, June 16 and killed sometime later. The soldiers were members of the 1st Battalion, 502nd Parachute Infantry Regiment, part of Multinational Division Baghdad.
"Multinational Division Baghdad condemns the release of the video in the strongest of terms," the command said in a news release. "It demonstrates the barbaric and brutal nature of the terrorists and their complete disregard for human life."
The video, uploaded on a terrorist Web site yesterday, shows the mutilated bodies of two men dressed in Army camouflage uniforms. The video shows the terrorists hoisting the severed head of one of the soldiers and makes the other soldier's identity clearly recognizable.
Officials called it ironic that the U.S. Congress and military are debating the nature of Geneva Accord protections as this grisly video is playing.
Terrorists know the value of videos like this, U.S. military officials in Baghdad said. They noted that snipers in Iraq often have videographers taping their murders and that people can buy DVDs of the murders in stores in Iraq and throughout the Middle East.
These videos are little more than "snuff films," officials said. The airing of the video on the Internet only reinforces coalition determination "to catch the perpetrators of this crime and bring them to justice," the release said.

Statement by the President
I have today signed into law H.R. 889, the "Coast Guard and Maritime Transportation Act of 2006." The Act authorizes funding for and strengthens the ability of the United States Coast Guard to perform its missions.
The executive branch shall construe the reference to the "National Intelligence Director" in section 309 of the Act, amending section 70105(c) of title 46, United States Code, to be a reference to the position of Director of National Intelligence established by law (50 U.S.C. 403(a)(1)).
The executive branch shall construe section 408(c) of the Act, which purports to make consultation with a legislative agent a precondition to execution of the law, to call for but not mandate such consultation, as is consistent with the Constitution's provisions concerning the separate powers of the Congress to legislate and the President to execute the laws.
Section 801 of the Act purports to require the Secretary of the department in which the Coast Guard is operating to work at the International Maritime Organization with foreign nations toward specified international objectives. The executive branch shall construe the provision to be advisory, as is consistent with the constitutional commitment to the President of responsibility for conducting the foreign relations of the United States, including the exclusive responsibility for formulating the position of the United States in international fora and conducting negotiations with foreign nations.
