WASHINGTON An FBI computer consultant gained access to the secret passwords of Director Robert Mueller and others using free software found on the Internet, the latest embarrassment in the bureau's long struggle to modernize its computers.
ARTICLE SNIPPET: "The consultant, Joseph Thomas Colon of Springfield, Ill., has pleaded guilty to four misdemeanor counts of intentionally exceeding his authorized computer access, and prosecutors are recommending roughly a year in prison.
Colon's lawyer is asking U.S. District Judge Richard Leon for probation, contending that an employee in the FBI's Springfield office gave Colon a password to get into the secret system to speed the installation of a new computer system. The work was part of the ill-fated Trilogy project that Mueller abandoned last year."

This Travel Warning is being issued to alert U.S. citizens that the Department of State has lifted the Authorized Departure status for personnel at the U.S. Embassy in Ndjamena, and the Embassy has returned to normal operations. This Travel Warning also provides an update to the security situation. This supersedes the Travel Warning of June 2, 2006.
The Department of State continues to urge American citizens to consider carefully the risks of travel to Chad. Although the Department has authorized the return of non-emergency personnel and families of all U.S. Government personnel in Chad, the security situation remains tense due to continued threats of rebel activity on Chads borders with Sudan and the Central African Republic (CAR). Americans should exercise caution when traveling in Chad, including within the capital, NDjamena. Americans not affiliated with humanitarian relief efforts should avoid travel to eastern Chad or the Chad/CAR border.
U.S. citizens should avoid crowds, political rallies, street demonstrations, and government installations, including the Presidential Palace, which is across from the Parade Grounds. Vehicles should never stop in front of the Presidential Palace. When traveling anywhere in Chad, American citizens should travel in groups, keep a cell phone (for when service is available) or two-way radio in reach at all times, avoid travel after dusk, and leave detailed travel plans with a reliable point of contact. Americans traveling with Thurarya satellite phones should register the phones with Chadian authorities.
Reports indicate an increase in the number of couper de routes, or highway banditry incidents, across the country. Some American citizens have reported harassment at Chadian government roadway checkpoints. Americans are urged to carry all necessary travel documents, including valid passports and visas, and any specific documents required for travel within the country. Americans who encounter problems at these checkpoints should contact the U.S. Embassy. (See below for contact details).
There have been sporadic clashes between rebel movements and government forces in eastern and southeastern Chad as well as numerous reports of cross-border banditry and cattle rustling. United Nations (UN) and Non-Governmental Organizations (NGO) vehicles have been targeted for carjacking. At least one foreigner has been critically injured as a result of a carjacking. U.S. citizens affiliated with humanitarian relief efforts in eastern Chad are strongly urged to coordinate travel plans with UN High Commissioner for Refugees (UNHCR) security offices in Abeche and NDjamena, and to follow UNHCR guidance regarding safety and security. The government of Chad requires all individuals traveling to or residing in refugee-affected areas in eastern Chad to obtain permits issued by the Ministry of Territorial Administration in NDjamena, and to register in Abeche upon arrival in eastern Chad.
The influx of 12,000 Central African Republic (CAR) refugees into southern Chad, which is already home to over 40,000 refugees, following fighting between northern Central African rebels and CAR forces in July 2005, has also created a volatile situation along the Chad-CAR border. In addition, in the northern Tibesti region and the area north of Lake Chad, there have been occasional clashes between government forces and a rebel group known as the Chadian Movement for Justice and Democracy (MDJT).
The U.S. Embassy in NDjamena may close temporarily for general business from time to time to review its security posture. For the status of services, consult the Embassy web site at http://usembassy.state.gov/ndjamena.
American citizens visiting or resident in Chad are strongly encouraged to register with the U.S. Embassy on line at https:// travelregistration.state.gov and to provide contact information and specific travel data if traveling outside the capital. TERRORISM: RUSSIAN MPS BACK LAW ALLOWING SPECIAL MILITARY UNITS ABROAD
Moscow, 6 July (AKI) - Russia's parliament unanimously backed amendments to its counter-terrorism law that will allow President Vladimir Putin to dispatch special military units abroad, although he will now need to notify lawmakers of any such individual operation, Interfax news agency reported. The bill was adopted a week after Putin announced Russian secret agents would seek out and destroy the killers of four Russian diplomats in Iraq. Moscow also offered a 10 million dollar reward for information leading to the capture of the militants.
The new anti-terrorism law gives the president the right to send the army as well as special forces abroad to deal with "terrorist activities" against the Russian Federation or Russian citizens. For reasons of national security, the unit size, location and timing of the special anti-terror unit, could be kept secret and tough restrictions may be imposed on media coverage of such counter-terror operations.
Russia was shocked by the brutal killings of its diplomats and called on the coalition forces occupying Iraq to provide better security for diplomatic mission staff working there. On 28 June, Russia's upper house, the State Duma, passed a statement saying that the occupying countries were to be blamed for the diplomat killings.
Al-Qaeda linked insurgents announced on 26 June they had executed their four Russian captives after Moscow failed to heed a 48-hour ultimatum to pull out of Chechnya and free Muslim prisoners. Muslim separatists in Muslim-majority Chechnya have been fighting a guerrilla war against the Russian authorities since the early 1990s.

Taepodong-2 pointed at waters near Hawaii: report
(Kyodo) _ The Taepodong-2 long-range missile recently test-fired by North Korea was pointed at waters near Hawaii, the Sankei Shimbun reported Friday in its online edition.
Citing government sources in Japan and the United States, the report said Japan's Defense Agency and the U.S. military reached the conclusion after analyzing the missile's path from data collected by Aegis-equipped destroyers and RC-135S electronic reconnaissance aircraft.
The missile was test-fired from its launching site in Musudanri in northeast North Korea early Wednesday local time before landing into the Sea of Japan about several hundred kilometers away.
The authorities decided that the missile was pointed at Hawaii from the angle of its nose cone immediately after the launch and the altitude it has reached, the report said.
The distance between North Korea and Hawaii is about 7,000 kikometers. While Taepodong-2 was widely believed to have the firing range of 3,500-6,000 km, its actual range can be longer, the report said.
It is not clear why North Korea targeted areas near Hawaii, but the sources believe North either wanted to show that the missile's firing range includes the United States, or because Hawaii is home to the headquarters of the U.S. Pacific Fleet, or because the missile could mistakenly hit a land area if fired toward Alaska, the report said.

Coalition Forces Kill 35 Extremists in Afghanistan

WASHINGTON, July 6, 2006 Coalition forces killed 35 Taliban extremists at a compound in the village of Ghach Zar, Afghanistan, July 4 as part of Operation Mountain Thrust.
No injuries to coalition forces or noncombatants were observed during the strike, military officials said.
Several of the extremists killed were Taliban leaders who planned and conducted multiple attacks against Afghan government officials and coalition forces, officials said.
Operation Mountain Thrust is part of an ongoing campaign to disrupt enemy forces, interdict safe havens, extend the reach of the Afghan government, and facilitate good governance, reconstruction and humanitarian assistance.

Nine Terrorists Detained in Iraq; Multiple Weapons Caches Found

WASHINGTON, July 6, 2006 Coalition and Iraqi forces have detained nine suspected terrorists and discovered numerous weapons caches over the past several days, U.S. military officials reported.
Iraqi police from 8th Brigade, 2nd National Police Division, along with soldiers from Multinational Division Baghdad's 2nd Battalion, 506th Infantry Regiment, 4th Brigade Combat Team, 101st Airborne Division, detained seven suspected terrorists and discovered three weapons caches during a search in Baghdad's Doura neighborhood today.
The caches included rifles, ammunition, 82 mm mortar rounds, blasting caps, suicide bomber propaganda, a 122 mm artillery round, a rocket-propelled grenade, grenade rockets, unknown rockets, plastic explosives, various other bomb-making materials, and cell-phones, one rigged as a timing device.
A video camera and tapes also were discovered. The tapes contained video of tortures and mortars being launched.
Explosive ordnance disposal teams destroyed the munitions.
Elsewhere, Iraqi police from 2nd Battalion, 7th Brigade, 2nd National Police Division, and soldiers from 2nd Battalion, 6th Infantry Regiment, 4th Brigade Combat Team, 4th Infantry Division, detained two suspected terrorist bomb makers at a makeshift bomb-device production site during a cordon-and-search operation of the Bayaa car market in the Rasheed district of Baghdad July 4. The two suspects were taken into custody for questioning.
The combined patrol conducted the operation to disrupt the production of makeshift bomb devices in the region, which is in an area historically high in the occurrence of terrorist attacks, military officials said.
During the search of the market, the forces discovered a large cache that consisted of various bomb-making materials, 62 mm sniper rounds, 7.62 mm AK-47 rifle rounds, 7.62 mm shell casings, 3.5 pounds of explosive compound, a rocket-propelled grenade, 10-inch mortar rounds, pipe bombs, and a 75 mm rocket.
In addition, police from the 4th Brigade, 1st National Police Division, foiled an attempt by five suspected terrorists attempting to steal a national police vehicle July 4 in southern Baghdad. After an exchange of small-arms gunfire, the suspects fled the area. No casualties or damage were reported.
A day earlier, the Headquarters Platoon of Troop A, 1st Squadron, 61st Cavalry Regiment, 4th Brigade Combat Team, 101st Airborne Division, Multinational Division Baghdad, recovered three makeshift rocket launchers near Jurf Al-Nedaaf July 3 after receiving a tip from an Iraqi citizen.
One of the launchers found had a rocket loaded in the tube and appeared to have been aimed at the 4th Battalion, 1st National Police Division headquarters. Explosive ordnance disposal personnel recovered and disarmed the rocket.
"While it's not a huge cache, it was an Iraqi citizen that informed us of it. That in itself is a big deal because it shows the Iraqi people don't support the insurgency," Army Capt. Ivan Anaya, commander of Troop A, said.
In other news from Iraq, Iraqi security forces with support from coalition forces searched a hospital July 5 in northern Ramadi. Iraqi and coalition forces have received sniper fire from the hospital on multiple occasions, and credible intelligence reports indicated the hospital was being used as an insurgent safe haven and command center.
The combined force did not meet any resistance, and no civilian or military injuries were reported as a result of the search. One weapons cache was found with bomb making material. No hospital services were interrupted by the search, and the hospital is now open to the public, officials said.
"I am very pleased that the insurgents did not choose to create a fight at the hospital," said Col. Sean B. MacFarland, commander of all coalition forces in the Ramadi area. "We went there with overwhelming numbers but with the intention of using the absolute minimum force necessary to clear out any insurgents who may still have been there."
Iraqi police units are in the process of assuming primary responsibility for hospital security to facilitate its return to normal operations in support of all of the people of Ramadi, MacFarland said.

And of course in the American way there is an outfit that for a fee will certify them for a program that only requires listening to a cd for an hour and to call an 800 number to register when the cd is done
My opinion?, the ATA who sponsors this program needed to finish spending the 24 million dollor grant HSA gave them and needed bodies to show for it and the Georgia dmv fell for a pitch or got a hell of a dinner.

Homeland security files opened for review Thursday showed California officials have grappled with bomb threats, suspicious passengers on airplanes, security breaches at oil refineries and dozens of other incidents in recent months.(snip)
There was a bomb threat to the Bay Bridge in March, and one to a Greyhound bus in Bakersfield in April. Agencies have recorded multiple reports of individuals taking photographs of a nuclear facility in San Clemente and of an oil refinery in the San Francisco Bay area town of Rodeo. Security guards also found a hole cut in a fence at an oil refinery in Martinez.
In perhaps the most intriguing entry, one of the daily security briefings in April cited a redacted FBI report titled "Hizballah busted in Mexican smuggling operation."
Homeland security officials and an FBI spokeswoman declined to comment on the reference to the Lebanon-based terrorist group and said they could not confirm if members of the group were apprehended on the Mexican border.(snip)
The state also logged at least four domestic flights since February in which crew members or federal air marshals reported suspicious passengers. Ul-Haque is charged with receiving training from a terrorist organisation in Pakistan during January 2003, a recently created offence that carries a maximum sentence of 25 years' jail.
He is challenging the constitutional right of the Commonwealth to extend the offence overseas, and his lawyers want to appeal directly from the Supreme Court to the High Court to argue the point.
The acting Chief Justice, William Gummow, set the preliminary hearing date for August 4, which is only a week after Ul-Haque is due to appear in the Court of Criminal Appeal on the same issue and other legal arguments.
The dual Australian-Pakistan citizen is yet to be tried on the charge, based on his attendance at a camp in Pakistan run by Lashkar-e-Toiba - "the Army of the Pure and Righteous".
He was there for three weeks when he was 19.
The Government says the group is trying to oust India from the disputed region of Kashmir by killing Indian soldiers, but it was not listed by Australia as a terrorist group until November 2003.
Ul-Haque had returned to Australia nine months earlier.
His notebooks were seized by customs at Sydney Airport and allegedly referred to rocket launchers, land mines, machineguns, and becoming a martyr in the struggle for Kashmir."
