Al Qaeda leader Osama bin Laden said his group reserved the right to fight the United States on its land and warned Washington and the world community against sending forces to Somalia, according to an Internet audio tape.

"We will fight its (U.S.) soldiers on the land of Somalia ... and we reserve the right to punish it on its land and anywhere possible," said the speaker, who sounded like the Saudi-born militant.

"We warn all of the countries in the world not to respond to America by sending international troops to Somalia," he said of the African nation where Islamists' power is rising.

ARTICLE SNIPPET: "SANAA, Yemen, July 5 (UPI) -- Security forces seized runaway al-Qaida leader in Yemen, Jamal Badawi, who had escaped from Sanaa's main prison with 22 other members of the terrorist group.

The opposition Yemen's Children League Party quoted security sources in the southeastern province of Hadramout as saying security forces captured Badawi in the area five days ago before he was transferred to Sanaa amid strict security measures.

The party said on its Web site Wednesday that the official authorities are keeping silent about the operation for security reasons.

The sources refused to give details about the operation which they described as an intelligence maneuver, noting that security agents intercepted and monitored Badawi, who was found hiding in a house in Mukalla, the capital of Hadramout.

There was no information about a possible intelligence contribution by the United States in tracing Badawi, the main convict in the bombing of the USS Cole in the port of Aden in October 2000."

Aside from al Qaeda, no terrorist group has killed more Americans than Hezbollah, which is bankrolled by Iran to the tune of at least $100 million a year. Hezbollah's main theaters of operation are Lebanon, its home country (where it killed hundreds of Americans during the 1980s), and the West Bank and Gaza, where it helps Palestinian rejectionists target Israel. But the group is active in the United States as well. Hezbollah is believed to have cells in at least 10 U.S. cities.

Although the organization has yet to launch an attack on U.S. soil, its U.S. activities are far from benign. Its work in this country has two major purposes: One is to raise money and smuggle arms to Hezbollah fighters, often by criminal activities ranging from credit-card fraud to cigarette smuggling; and the other is to conduct surveillance behind enemy lines, with a possible eye toward launching attacks on U.S. targets in the event of an armed conflict between the United States and Tehran. Like his backers in Iran, Hezbollah boss Hassan Nasrallah routinely denounces the United States and Israel as his organization's main enemies. Given the events of September 11, and given Hezbollah's own record of kidnapping, torturing and killing Americans when it has had the opportunity, we ignore the group's operations in this country at our peril."

"Resentencing for suspected Hezbollah cell leader
Judge must reconsider 155-year term"

ARTICLE SNIPPET: "CHARLOTTE, N.C. – Mohamad Hammoud has spent nearly six years behind bars for conspiring to aid Middle Eastern terrorists. The 32-year-old suspected leader of a Hezbollah cell in Charlotte is serving a sentence that runs through 2135.

But he hopes to get out of prison in a few months.

U.S. District Judge Graham Mullen in February 2003 handed Hammoud the maximum penalty and what amounted to a life sentence: 155 years in prison.

But the federal judge must sentence Hammoud again.

Hammoud's case is among hundreds that the U.S. Supreme Court has sent back to courts across the country following its decision last year to abandon nearly two decades of federal sentencing practices.

The Supreme Court justices said federal judges no longer have to follow the complex system of guidelines that Congress designed in the 1980s to make prison terms tougher and more uniform.

The nation's highest court didn't toss out the sentencing guidelines altogether. The guidelines, the justices ruled, are to be advisory -- not mandatory, as they had been."

DETROIT - A Canadian man was sentenced yesterday for smuggling a record $2.43 million cash into the United States, the result of an investigation by U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP).

Sasa Nikolic, 35, a Canadian citizen, was sentenced to 24 months in prison and permanently barred from re-entering the United States by U.S. District Court Judge Denise Hood. The $2.43 million was forfeited in March 2005 and deposited into the U.S. Treasury Forfeiture Account.

Nikolic was apprehended in August 2004 after driving a tractor-trailer into the Fort Street Cargo Facility, where CBP officers stopped him for questioning and a routine inspection. During the inspection, CBP officers and ICE special agents discovered cash totaling $2.43 million - $2 million in the trailer and $430,000 in the truck's cab.

“This is the largest currency seizure ever made by CBP officers at the Port of Detroit's commercial cargo facility,” said U.S. Customs and Border Protection Michigan Director of Field Operations Gurdit Dhillon. “It shows that our multi-layered border enforcement strategy, using prescreening techniques and secondary inspectional tools, is working to stop any type of contraband - including illegal funds - from entering into the United States.”

“ICE routinely works with law enforcement agencies and other organizations to identify security vulnerabilities in our transportation system and shut them down,” said ICE Detroit Special Agent-in-Charge Brian M. Moskowitz. “The investigation into the origins and destination of the cash involved in this seizure will continue.”

Assistant U.S. Attorney Diane Marion, U.S. Attorney's Office, Eastern District of Michigan, prosecuted the case.

Two Egyptian nationals plead guilty to holding girl as domestic slave


SANTA ANA, California - Two Egyptian nationals pleaded guilty yesterday to federal charges for enslaving a 10-year-old girl for two years in their garage and forcing her to work as a domestic servant for their family of seven at their Irvine residence. The charges against the couple stem from a joint investigation by U.S. Immigration and Customs Enforcement (ICE) and the Irvine Police Department.

Abdelnasser Eid Youssef Ibrahim, 45, and his ex-wife, Amal Ahmed Ewisabd Motelib, 43, each pleaded guilty to four felony counts: conspiracy, holding a person in involuntary servitude through force or coercion, obtaining labor through unlawful force and coercion, and harboring an illegal alien.

The victim began working for Ibrahim and Motelib as a domestic servant in Egypt in 1999. The couple then moved to the United States and, in 2000, arranged to have the victim brought to the United States with the expectation that she would work for them as a nanny and housekeeper. Once in the United States, Ibrahim and Motelib confiscated the victim's passport. The victim received no compensation for her labor and served the couple and their family for 20 months.

Ibrahim and Motelib forced the victim to work through a number of unlawful means, including threats, and physical, as well as verbal abuse. Both Ibrahim and Motelib slapped the victim on at least one occasion, and they told the girl that she would be arrested and taken away if she was caught by the police outside the family's home.

"The trafficking and enslavement of children is one of the vilest forms of exploitation playing out in our community and throughout the world," said Los Angeles ICE Special Agent-in-Charge Robert Schoch. "It is a sad reflection on human greed and heartlessness, where, even in the most affluent neighborhoods, adults think they can take advantage of a helpless child - particularly one from their home country. Together with our law enforcement partners, ICE will work to ensure that those who commit this egregious crime are brought to justice."

“This case sheds light on the despicable practice of human trafficking and illustrates the inhumane conditions that some victims are forced to live under,” United States Attorney Debra Wong Yang said. “The victim in this case was forced to work for approximately 16 hours per day every day of the week. Now, she will be allowed to stay in the United States, where I hope she will lead a prosperous life free from the abuse she has already suffered.”

Ibrahim and Motelib pleaded guilty before United States District Judge James V. Selna, who is scheduled to sentence the defendants on October 23. At that time, both defendants are expected to receive sentences of three years in federal prison. As a condition of the plea, Ibrahim and Motelib are required to pay $101,516.00 to the victim, which will represent restitution for the full amount of her losses.

"Forcing such a young and vulnerable child into these involuntary working conditions is unconscionable," said Wan J. Kim, Assistant Attorney General for the Civil Rights Division. "The Department of Justice takes this crime seriously and is committed to the vigorous prosecution of anyone who engages in the forced labor and degradation of others."

The case against Ibrahim and Motelib is the first case brought under the purview of the Orange County Human Trafficking Task Force. The case was prosecuted by the United States Attorney's Office for the Central District of California and the Civil Rights Division of the Department of Justice.

Mauritania court charges 8 with ties to al Qaeda
NOUAKCHOTT, Mauritania (AP) -- A court in Mauritania charged eight men Tuesday with helping plot attacks last year and having links to an al Qaeda-linked Algerian militant group.

Dozens of people were arrested in early June for alleged ties to neighboring Algeria's Salafist Group for Call and Combat.

On Tuesday, three of them were charged with being "dangerous" members of the Algerian group and taking up arms against the state, judge Mohamed Ould Mah told The Associated Press.

The court charged four others with belonging to a clandestine Mauritanian terror group and one with falsifying documents.

Three more were released for lack of proof during the hearing in a Nouakchott court.

Algeria's Salafist Group for Call and Combat is on the U.S. list of terrorist organizations and has vowed allegiance to al Qaeda.

Two of the alleged members of the Algerian group charged in court Tuesday were accused of participating in a June 2005 attack on a northern Mauritania army barracks that killed 17 people and wounded 37 others.

Authorities released six other alleged Islamists in June after the government said they repented of any involvement with the Salafist group and agreed to cut ties with all extremist organizations.

FBI, Polish police shut down neo-Nazi Web site

Polish police working with the FBI shut down a Polish neo-Nazi Web site and detained its suspected administrator, officials said Thursday.

The suspect, identified only as Mariusz T., 31, was taken into custody early Thursday in the southern Polish city of Bielsko-Biala and is known to police for links to the neo-Nazi scene in southern Poland, Lower Silesia police spokesman Beata Tobiasz said.

He is being questioned, Tobiasz said.

The site carried "neo-Nazi contents" with "pictures and addresses or personal information of people of various ethnic backgrounds toward whom the organizers called for hatred and threats," Tobiasz said.

The Polish language Web site served as a message board for a local chapter of the international neo-Nazi network known as Blood and Honor, police said.

Polish police appealed to the FBI for help in shutting down the site, and the US owner of the Web site's server agreed to block it, Tobiasz said.

Prosecutors were expected to press charges later Thursday.

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated December 12, 2005 and expires on December 6, 2006.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Americans are reminded that demonstrations and rioting can occur with little or no warning. The publication in the international press of caricatures of the Prophet Mohammed, for example, led to widespread demonstrations and riots in several countries.

The March 2006 bombing near the U.S. Consulate in Karachi, Pakistan, illustrates the continuing desire of al-Qa’ida to strike official American targets. Current information suggests that al-Qa’ida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Extremists may elect to use conventional or non-conventional weapons, and target private interests or “soft targets” with a reduced security posture. Examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, hotels, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 is one such example.

In the wake of the July 2005 London bombings and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov.

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens.
