Well, if they go through with substituting the technology in question, then they'd be squarely complying with their obligations. In such a case, "stabbing in the back" would not be appropriate terminology.

Why do all these EU countries even make weapons? They sell most of them to countries that hate them. It's funny too that they are always to afraid to use the weapons they make. I guess they just want to be sure they die by their own weapons.

Any thought on the likelihood of this actually happening, though?
