Waters were receding across this flood-beaten city today as police officers began confiscating weapons, including legally registered firearms, from civilians in preparation for a mass forced evacuation of the residents still living here.
No civilians in New Orleans will be allowed to carry pistols, shotguns, or other firearms, said P. Edwin Compass, the superintendent of police. "Only law enforcement are allowed to have weapons," he said.
But that order apparently does not apply to the hundreds of security guards whom businesses and some wealthy individuals have hired to protect their property. The guards, who are civilians working for private security firms like Blackwater, are openly carrying M-16's and other assault rifles. Mr. Compass said he was aware of the private guards, but that the police had no plans to make them give up their weapons.
Nearly two weeks after the floods began, New Orleans has turned into an armed camp, patrolled by thousands of local, state, and federal law enforcement officers, as well as National Guard troops and active-duty soldiers. While armed looters roamed unchecked last week, the city is now calm. No arrests were made on Wednesday night or this morning, and police received only 10 calls for service, a police spokesman said.
The city's slow recovery is continuing on other fronts as well, local officials said at a press conference late this morning. Pumping stations are now operating across much of the city, and many taps and fire hydrants have water pressure. Also, tests have shown no evidence of cholera or other dangerous diseases in flooded areas, though health officials have said the waters contain levels of E. coli bacteria and lead 10 times higher than what is considered safe.
Efforts to recover corpses have also started, although only a handful of bodies have been recovered so far.

Bull Run was "according to Lincoln's interpretation" of his own unConstitutional police powers attacking a foreign army of men of the Confederacy protecting their homes. The Brit's march around Concord was lawful only according to the Brits.
Our goverments' recent serial/mass murder at Ruby Ridge and Waco is legal precedence to protect murdering federals from exposure to justice, as is Civil War to defend Americans' ratifed Constitution where we don'depend on political blackrobes to tell us that our Constitution does not mean what it clearly says, but rather means what it does not say.
Lawful? Where in our RATIFIED Constitution is the nullification clause of our Bill of Rights and other such inconveniences as it may suit some officious order by someone purportedly in (THE) authority?
As through all time, Police Powers of the State shall reign suprem - lawful or not, until the tyrants are removed by the violent consent of the governed.
These are dangerous times amid profound abuses of authority at all levels. It is obvious that those people do so at their own risk. As I see these 'Disarm and abandon your homestead, maybe you're outnumbered, hopefully outgunned.' confrontations, "LE" faces a real shotout risk if they persist in such unlawful acts under color of law not in compliance to our RATIFIED Constitution.
I only state the obvious in the light that uniformed N.O. cops looted. Uniforms were stripped off and abandoned in the street as N.O. cops went AWOL. Who says some of these "LE" teams are not looters?
LA is Cajun country. They remember the Btrits running them off their land in an almost extermination act of kicking the Arcadians out of Canada. LE, unConstitutionally acting under color of law, must not assume that they outgun the Citizens who are simply defending their homes against looters, in or out of police uniform.
And a big "Zeig Heil!!" to you too. Someone ought to impeach this arrogant douche bag as well.
BTW this Google News Search brings up your article 4th!
wisely spoken!
You are correct, I neglected the 4th and 14th Amendments.
I guess I still have to learn to be more patient and thorough in my writing and less emotional in reacting...dare I say less like a Dimocrat.
Thanks
Will
LOL - I don't think many Democrats could have written that essay besides Zell Miller.
"This doesn't sit well with me."
We need to catch up with England. Not enough murders, I guess.
All their ranting about racism, it just occurred to me. People in this particular state can't be trusted with guns the way Texans can? Are Texans superior people? This gun grab smacks of racism.
The precedent has been set. When Dallas or some other city goes up they will seize the guns - for the Jackboots safety. Don't fool yourself.
Have you called your congressman and senators? Have you called the NRA if you are a member?
Frankly, I believe that at this moment, it's the grass roots that needs to be informed about gun rights. People on the street need to hear the question: are we inferior to the Swiss? Are the the Swiss so superior that they can be trusted with automatic weapons and grenades, when we cannot? And do we think that the hard core violent criminals won't bypass these nitwitted gun grabs? And while I'm at it, we trust the Iraqis with AK47s, and we don't even trust our own vets with the same weapons at home, let alone US citizens.
Have you called your congressman and senators? Have you called the NRA if you are a member?
I take it the answer to the above question is no. Tell your next door neighbor - see what he does for you when the boys in black come for you and your guns.
"Tell your next door neighbor - see what he does for you when the boys in black come for you and your guns."
What is the name of this political rally for gun rights for New Orleans? How many people signed the petition? You haven't mentioned the movement's name yet, and you expect me to hop to it when you give orders.
Bud - it isn't NO it is the whole country and obviously you aren't doing squat.
"Bud - it isn't NO it is the whole country and obviously you aren't doing squat."
I realize you care. But if you want to get pushy, bear in mind, this may help you learn how to lead more effectively in the future.
Bud, I just got my keyboard fixed today. I just read about this report just now, Bud. I'm getting x-rays tomorrow morning, Bud, because this forum is only one aspect in my life-- bud. And bud, I have a lot of catching up to do before choosing my course of action. And there are other problems in this country, bud, being completely neglected-- problems far more dangerous than this, which after all, bud, is merely a symptom of voters' ignorance, isn't it, bud? I can't seem to make a few remarks on this thread without being browbeaten into joining some unnamed movement, Bud.
And you, Bud, remind me about what a pushy punk I used to be on this forum. I feel ashamed of myself, seeing myself in your posts. But at least, bud, it was back when Clinton was running things and every shot had to count by the right-- so I had more of an excuse I suppose.
Now I need to get some sleep, if that is ok with you. Because I have to get up early for a long wait at the waiting room. And NEVER FORGET-- 9-11-01.
If you can squeeze it in call your congressman and senators and the NRA. Your kids may want to own guns.
"Your kids may want to own guns."
Absolutely right! Keep the fire in the belly! We need the prod at times.
[But some people, at some times, just aren't in the right mode or whatever when you try to prod them. Like Bill Murray said in 'What About Bob': "Just temporarilly disconnected. Hang up and try again later."]
Just say no and keep off the streets as much as possible.
Yes, it's on the editorial page of the New York Times.
