Major Garrett is talking with Britt and reported that a Red Cross representative told him the LA state homeland security department refused them permission to take food and water to the Superdome because they did`nt want to encourage people to go there.
They wanted to get people out and were afraid that providing support would be a "magnet" atttracting more displaced persons.
To paraphrase,the state was looking to discourage people through hardship out of the Superdome.All the aid in the world wouldnt have gotten through.

The National Guard is under the command of Blanco. So, "National Guard" and "local authorities" is synonymous.
I don't think that's classified as looting. I think the young man looked around, found no one in authority, so he commandeered it.
And if anyone tries to prosecute him for that, I'll contribute to his legal fund!

There was a Baptist preacher on Rush's show when Roger Hedgecock was sitting in for Rush. He was with a group that was among the very first to get to NO with food, and supplies. Roger was asking him about their co-ordination with the Red Cross. He hesitated enough in his answer to make me wonder what the real story was, but he said that they had arrived at the outskirts of NO and been re-routed to Baton Rouge. I don't recall the day that he said this happened, but I wonder if this Major Garrett information is part of the reason why.

Keep in mind there is a local chapter and a formal national disasrter. The formal declaaration takes away the responsiblity of the local chapter and supports it.
The shelters in question were probably the effort of the local chapter that were abandoned as the magnitude became clear and the determination by the local chapter they could not operate the shjelters as orinally intended.
Pelosi calls the POTUS "oblivious" and "in denial."

Yeah, I caught myself a ways downthread. Big woops on that one, the two are not that much alike.
Before the storm hit, a Louisiana official was on TV talking about how the Super Dome was ready to receive all these people. He lied, obviously. They most certainly were NOT ready. No food and water!! He was going on and on about how that structure could withstand the hurricane and furthermore that the people would be safe there. He had to have known that they were not prepared. I don't like being lied to. That guy was a bold-faced liar. He said the Super Dome was part of their hurricane response. Barf.
So not only does the mayor of New Orleans avoid evacuating his people, he refuses them aid to boot. And to beat all, his constituents think he's swell and Bush is the great Satan.
LOL, never have I seen a more clear example of what the mind of a democrat works like.
