Knowing the city is literally SINKING and in the path of hurricanes ... this is a disgrace!

Looks who's in charge locally, a bunch of lazy Demoncrats.

Think about WHY people go to New Orleans ... it sure isn't for moral uplifting ... and THAT is a BIG part of the current problem - lootings, rapes, beatings shootings ... .

Found this part interesting:
School and municipal buses, government-owned vehicles and vehicles
provided by volunteer agencies may be used to provide transportation
for individuals who lack transportation and require assistance in
evacuating.

They seem to have forgotten that part of the plan.

Great find. A quick read doesn't indicate they contemplated the city's being innundated w/ water. Everything was based on "All clear! Everybody come back."

It seems to me that these idiots forgot this EMERGENCY OPERATIONS PLAN SUPPLEMENT 1A ever existed. It's all here
spelled out on what to do. The mayor and governor should be
held criminally liable. Typical incompetent liberal democrats.
They probably were waiting for poling results to see what to do.

The plan hasn't been updated since 2000. I'd like to see a timeline of Blanco and Nagin's actions and compare it to what they were supposed to have done...

This CAN'T be true. A catastrophic hurricane in NO exercise for disaster planning was held in 2004 by FEMA. Yes, Katrina was worse, but NOTHING in the plan seems to have been implemented.

Hurricane Pam Exercise Concludes
July 26, 2004

BATON ROUGE, La. -- Hurricane Pam brought sustained winds of 120 mph, up to 20 inches of rain in parts of southeast Louisiana and storm surge that topped levees in the New Orleans area. More than one million residents evacuated and Hurricane Pam destroyed 500,000-600,000 buildings. Emergency officials from 50 parish, state, federal and volunteer organizations faced this scenario during a five-day exercise held this week at the State Emergency Operations Center in Baton Rouge.

The exercise used realistic weather and damage information developed by the National Weather Service, the U.S. Army Corps of Engineers, the LSU Hurricane Center and other state and federal agencies to help officials develop joint response plans for a catastrophic hurricane in Louisiana. "We made great progress this week in our preparedness efforts," said Ron Castleman, FEMA Regional Director. "Disaster response teams developed action plans in critical areas such as search and rescue, medical care, sheltering, temporary housing, school restoration and debris management. These plans are essential for quick response to a hurricane but will also help in other emergencies."

"Hurricane planning in Louisiana will continue," said Colonel Michael L. Brown, Deputy Director for Emergency Preparedness, Louisiana Office of Homeland Security and Emergency Preparedness. "Over the next 60 days, we will polish the action plans developed during the Hurricane Pam exercise. We have also determined where to focus our efforts in the future."

The Hurricane Pam scenario focused on 13 parishes in southeast Louisiana-Ascension, Assumption, Jefferson, Lafourche, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John, St. Tammany Tangipahoa, Terrebonne. Representatives from outside the primary parishes participated since hurricane evacuation and sheltering involve communities throughout the state and into Arkansas, Mississippi and Texas.

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA's continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages the National Flood Insurance Program and the U.S. Fire Administration.

You can't criticize the execution of supplement 1A out of context with supplement 1B, which reads as follows:

a) Ignore supplement 1A and wing it.

b) If anything goes wrong, blame the President.

Note: Supplemental plan 1B only works when the President is Republican.

Letter D number 7 says evacuation will be the responsibility of the Parishes in the affected areas. So the Mayor, the NO Homeland Security Director, all officialdom in Orleans Parish and the Governor blew this thing. Had they implemented an absolute mandatory evac and provided municipal buses and public school buses statewide, FEMA would be able to inherent a much more manageable situation. Clearly, the Democrats in Louisiana took a dump and are now lashing out in all directions and trying to scapegoat the feds and Bush.

The Feds are late arriving partners in any disaster. This is a consitutional republic where individual states have rights and responsibilities. Pataki and Giuiliani rose to the occasion on 9-11. The LA Rats-- not serious executives, just corrupt panderers have been exposed on this REAL BAD. In a just world with a non-partisan media, they'd be getting the blame, if blame must be assigned.

The IEM team will complete a functional exercise on a catastrophic hurricane strike in Southeast Louisiana and use results to develop a response and recovery plan. A catastrophic event is one that can overwhelm State, local and private capabilities so quickly that communities could be devastated without Federal assistance and multi-agency planning and preparedness.

Thomas said that the greater New Orleans area is one of the nation’s most vulnerable locations for hurricane landfall.

“Given this area’s vulnerability, unique geographic location and elevation, and troubled escape routes, a plan that facilitates a rapid and effective hurricane response and recovery is critical,” he said. “The IEM team’s approach to catastrophic planning meets the challenges associated with integrating multi-jurisdictional needs and capabilities into an effective plan for addressing catastrophic hurricane strikes, as well as man-made catastrophic events.”
