28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.
Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.
House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."
Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.
The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

When I people making all kinds of wild comments about this and that it, I don't think that they have any idea how poor many of the impacted states and counties are. They simply don't have the resources that a New York or a California has. If you have never visited the deep South your really totally ignorant of the situation there.

Unless the guard is Federalized (a specific procedure), which means put under Federal command by the governor of that state, the governor of each state controls the National Guard in that state.
It gets a little confusing because the President *can* call up Guard units for foreign service or in the national defense against an invader with just an order, but the Constitution and federal law makes it very, very difficult for the President to call up the Guard for domestic issues. The easiest way is for the Governor of the state to call up the Guard and then second it to Federal command voluntarily.
This goes along with the whole State Of Insurrection declaration idea and why stupid b**** in BR is a complete waste of oxygen.

Yep, according to her highly placed lib/dem sources, they feel they NOW have all of the ammunition they need to force Bush out of office.
Yes, the flooding does dramatically add to the problems. But do you think that if the New Orleans police force was still on duty at its pre-hurricane strength (instead of cut in half by cops who walked off the job), and do you think that if LA and New Orleans had a plan in place to not only evacuate folks but direct post hurricane efforts that things might be going a little smoother now? There were New Orleans police officers looting Walmarts before the flood even hit. Anarchy was in place before the rain stopped. That is the result of poor (or no) leadership at every level within the LA government. Biloxi Mississippi was leveled. Wiped out. Do you note the scenes of anarchy there? No. You hear a state governor thanking FEMA for their outstanding support. You see rescuers searching through rubble without being shot at. The situation in NO's can't be compared to the situation in MS and AL but it goes a lot further the actual impact of the hurricane.
I am only blaming the thugs and the druggies...not W at all.
Some looters stayed in the city on purpose. Monday night, they were already breaking into deserted homes and stores.

As I understand it, Bush declared the state of emergency early precisely so that FEMA and funds would be available. Might have something to do with FEMA needing the sort of direction only the local officials can provide, e.g., pointing out needs of various areas, explaining the specifics of the situation, etc.
