Unless the guard is Federalized (a specific procedure), which means put under Federal command by the governor of that state, the governor of each state controls the National Guard in that state.
It gets a little confusing because the President *can* call up Guard units for foreign service or in the national defense against an invader with just an order, but the Constitution and federal law makes it very, very difficult for the President to call up the Guard for domestic issues. The easiest way is for the Governor of the state to call up the Guard and then second it to Federal command voluntarily.
This goes along with the whole State Of Insurrection declaration idea and why stupid b**** in BR is a complete waste of oxygen.
