28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

Re: #866.......Michael Chertoff said this morning that relief help was on the way BEFORE the hurricane came on land. That fact pretty much destroys the mantra that Bush et al did nothing until it was too late.

It was Bush, you recall, who made the phone call to the NO mayor and LA governor to get THEM (per the law) to order evacuation of NO. Before the President's phone call to them, they were dithering around and the mayor was talking to lawyers to see if he had the authority. Meanwhile, Katrina was bearing down on NO, and we now see the result of THEIR procrastination and non-plainning for a major disaster.

I hate to say this, but it's been eating at me for days...

How many people on this forum decry the usurpation of power over local authorities by liveral entities - under Clinton, the courts, Carter, et al... The discussion most times makes no provision whatsoever for exceptional circumstances or emergency - it is always wrong wrong wrong. I still happen to belive that.

If we are to believe in and promote a representative republic we must defer to local authorities unless and until they PROVE themselves unable to cope. Yes its sad. Yes, some of you may call me heartless. Yes, I can take the heat - flame on.

All the mayor did, was say he couldn't call for a full city evacuation and he was constantly asking his "lawyers" what to do, legal advise. End of story. LA's officials were and are woefully inept to lead an ant farm let alone a city or state.

Maybe I'm wrong, but wasn't it Nagin who neglected to issue an evacuation for a hurricane,about a month before Katrina?

Thanks. I think Hastert was clear that he didn't mean don't rebuild, but rather approach it in the most sensible fashion, meaning don't rebuild below sea-level.

Blanco should know that by now, but she really seemed to be lashing out.

Yep. That should have solved the problem right there. It should be a piece of cake to solve all the problems of one of the largest cities in America being wiped out, and 90,000 square miles of populated shoreline erased from the map. I just can't understand why 4 days into the greatest natural disaster in this nation's history we don't have federal employees planting rose bushes along city streets.

He had better not apologize. He was not kicking anyone while they are down; he is being logical. Why would we invest billions of dollars to rebuild the city that is below sea level and could have this happen next year again?

Yes, absolutely sure that the Super Dome and the Convention Center are different places - - - the Dome was always said to have some 10,000-25,000 refugees in it, and the Convention Center 5,000 - - - the Convention Center was referenced as the place where murders and rapes were occurring - - - the Dome had shootings, a suicide and rapes, but no murders - - - the Convention Center has been a well known part of the landscape of this situation for days . . .

I believe the Gov said that 80 percent of the City residents had evacuated, if that is true where the hell are all these people coming from? She was wrong, or lying or just making stuff up as she went along. God Help this City.

So far, the Toyota contribution is one of the largest I have seen yet by a single corporation. I also heard that 20 Toyota dealerships were completely destroyed in the Gulf States area. The economic ripple will be large over the next few weeks and months.
