President Bush: "We are dealing with one of the worst national disasters in our nation's history." Push has appropriated vast federal resources to assist with the aftermath of Hurricane Katrina.

78,000 people are currently in shelters. New Orleans evacuation continues. 10,000 additional National Guard troops have been called to service.

Hospitals are running low on supplies, and public health concerns include water borne disease, poor sanitation, food and drinking water contamination and shortages, mosquitoes, carbon monixide poisoning from electricity generators, lack of childcare, and the special needs of the elderly.

This is the 2nd time i've seen the Convention Center footage, and I understand that this is a disaster, but does it seem that the group used to handouts, is demanding to know where their handouts are

yes, they are almost all poor and on welfare and whatnot but at the same time their houses are underwater and they probably havent eaten in the past few days.

Now.... wouldnt you be a bit frustrated?

FEMA was put in place early because many lessons were learned from Clinton's failure in Andrew, and I do commend Bush for that. In every storm, there will be people who will not leave till the bitter end, unless you go in and physically escort each one out of their homes, and being in a potential disaster zone NO officials should have had more set up as to "safe" shelters, with the appropriate supplies. And they are not the only ones. I could go on a while about the failures of Miami government after we were hit by Katrina on Thursday night. And FEMA here is doing nothing and we do have victims of the storm, although nothing like the Gulf has right now. And yes I have as you put it "skin in that game" in friends and family.
I do disagree with Bush visiting New Orleans directly due to the gunfire you mentioned. Better for him to do chopper fly bys of both NO and Miss. and then speak to evacuees at Houston.

My best friend from childhood lives in Ponchatoula.
He's been working up in Pennsylvania since before the storm, but was supervising construction at SE Louisiana State in Hammond prior to that.

His wife & kids were fine - evacuated to Opelousas during the storm.
They had no damage to their place in Ponchatoula.

2:31 P.M. - WASHINGTON (AP) -- With images of looting and reports of gunfire frightening evacuees and rescuers alike in New Orleans, the government says it is sending enough National Guardsmen to keep the peace.

Looting is not okay. Restoration and keeping of civic order is first priority, and that means stopping looters by deadly force if needed, setting no-enter zones, establishing curfews, confiscation of goods and impounding of people -- forcing them to do what tasks and labors that are necessary for order and survival. Only the saving of immediately endangered lives takes precedence.

I think those with guns and shooting rescuers in NO are gang members who think they now control the town. They have no way of knowing the town is a toxic waste site.

Unless the rules get changed very quickly, martial law doesn't mean looters will be shot on sight. Martial Law means military law, not the rule of the gun. Here is an excerpt from the U.S. Army field manual on controling civil disturbances:

FM 19-15 Chapter 7

The use of deadly force can be justified only by extreme necessity. Accordingly, its use is not authorized for the purpose of preventing activities like curfew violations or looting that do not pose a significant risk of death or serious bodily harm. If a mission cannot be accomplished without the use of deadly force, but deadly force is not permitted under the guidelines authorizing its use, the mission must be delayed until sufficient nondeadly force can be brought to bear. The commander reports the situation and seeks instructions from higher authority. The use of deadly force is authorized only when all of the following conditions exist:

Lesser means have been exhausted or are unavailable.

The risk of death or serious bodily harm to innocent people is not significantly increased by its use.

The purpose of its use is one or more of the following: Self-defense to avoid death or serious bodily harm.

Prevention of a crime that involves a substantial risk of death or serious bodily harm, such as setting fire to an inhabited dwelling or sniping, including the defense of other people.

Detention or prevention of the escape of a person who, during detention or while escaping, presents a clear threat of loss of life or serious bodily harm to another person.

Every soldier has the legal right to use reasonably necessary force to defend himself against violent and dangerous personal attack. The limitations described above are not meant to infringe on this right. However, it must be emphasized that a control force member is part of a unit and is subject to a chain of command. As such, he must act in accord with his orders and as a member of a unit. Therefore, unless an attack is directed at him personally and unless his response can be directed specifically at the attacker, his response must be governed by the guidance of his immediate supervisor.

In the United States and its territories, the acts of individual soldiers are subject to civil laws as well as the provisions of the UCMJ. Reckless or malicious use of force may subject soldiers to civil or criminal liability under local law or to administrative or criminal liability under military law. The US Code guarantees any member of the Armed Forces the right to trial before a federal court, rather than a state court, for any charge or claim against him for any act committed while performing his official duties. Acts found to be outside the scope of military authority can result in the loss of this right. In a criminal prosecution, civil courts ordinarily do not convict a subordinate for acts done in good faith while obeying orders from superiors. However, if an act is so obviously illegal that it would be immediately apparent to a reasonable person, obeying the order probably would not be a valid defense.

I can see snipers being shot on sight, but not run of the mill looters.

Shepard Smith and Phil Keating of FOX News seems to be parking on I-10 by day and driving to other parts of Louisiana when the sun goes down. I think they slept in Thibodaux last night. Steve Harrigan stayed at a producer's wife's friend's apartment in Baton Rouge last night, according to his blog. He might go back there today.

CNN left only a skeleton crew in the city. I think they're staying in the French Quarter, but I'm not sure.

Some of the media have hired armed guards to accompany them while reporting, according to another FR thread.
