FEMA was put in place early because many lessons were learned from Clinton's failure in Andrew, and I do commend Bush for that. In every storm, there will be people who will not leave till the bitter end, unless you go in and physically escort each one out of their homes, and being in a potential disaster zone NO officials should have had more set up as to "safe" shelters, with the appropriate supplies. And they are not the only ones. I could go on a while about the failures of Miami government after we were hit by Katrina on Thursday night. And FEMA here is doing nothing and we do have victims of the storm, although nothing like the Gulf has right now. And yes I have as you put it "skin in that game" in friends and family.
I do disagree with Bush visiting New Orleans directly due to the gunfire you mentioned. Better for him to do chopper fly bys of both NO and Miss. and then speak to evacuees at Houston.
