Mayor Ray Nagin said that 200 people were stranded on rooftops in the Lower Ninth Ward and several bodies are floating in the water in the Bywater neighborhood and in Eastover.
Nagin made the announcement in his first press briefing after Hurricane Katrina slammed just east of the city, but did plenty of devastation to New Orleans.
Nagin said that the 200 stranded people included 20 police officers who were riding out the storm at their homes in preparation to take over shifts from other officers. He said that boats would be dispatched on rescue missions later in the afternoon.
Mayor Nagin issued a "boil water" recommendation for water in the city - except for Algiers and the CBD due to a water main line break that may have compromised the water.
Nagin said at least 20 buildings in the city had collapsed and that it might be 48 hours before residents would be allowed back to their homes to assess the damage.

Can you name a single area in the US not prone to natural disasters? I can't think of one.
The Gulf and SE -- Hurricanes.
NE and Northern plains -- Blizzards, Ice storms, Hurricanes at times
Central Plains -- tornados, drought
SW -- severe drought, limited water
West Coast -- earthquakes, volcanos
Every major or minor river system in the US -- floods.
There is not a single city over 500K people that is not affected by natural disasters of one kind or another (according to 2000 census: NYC, LA, Chicago, Houston, Philadelphia, Phoenix, San Diego, Dallas, San Antonio, Detroit, San Jose, Indianapolis, San Francisco, Jacksonville, Columbus, Austin, Baltimore, Memphis, Milwaukee, Boston, DC, El Paso, Seattle, Denver, Nashville, Charlotte, Fort Worth, Portland, Ok City).
Time for us all to move?

There are 2 major refineries on the side which flooded, watch the prices rise at the pump$$$
um.. how about walking to a freaking shelter!
give me a break, you guys are just trying to make excuses for these people.
face it, they wanted to stay, they knew the risks, but ignored them.
So you think that people who are too poor to evacuate should just be left without help from anyone in law enforcement or the government?

There were, at most, 10 shelters in the City of New Orleans. Some of the people who stayed behind did not have money to rent cars and leave. And some of the people who I watched wait to get into the Super Dome were elderly and using walkers. And you want them to WALK to the shelter? Unbelievable.
Except blizzards. And, if you live a little ways out from Denver, avalanches.
if they can climb onto a roof, they can walk to a shelter.
If they don't work, we don't want them in Kansas.
