Just wondering..wou;dn't it have been more "effective" ( for lack of a better choice of words) to do this during rush hour..many more commuters..thus much more panic..and if you do it in the morning hour, you shut down the city for the day..kill commerce..the economic cost of the disruption is in the billions

It is effectivley a cabinet sub committee consisting of the Home Secretary, Prime Minister, Minister of Defence and Foreign Secretary - plus head of relevent departments (e.g MI5, Met Police etc - depending on the specific emergency).
