The people, through their elected representatives, who have the power of impeachment granted under the Constitution.I know, but when was the last time that was exercised?
To the best of my knowledge, never. Not once. The people are not aware of their power. The legislature always seeks to avoid making difficult or socially unpopular decisions so is happy (ecstatic!) to have judges do it instead. And the legislature and powers of elitism are certainly not interested in educating the public so as to turn the ship around.

You know, I just realized who is probably the happiest person inside the Beltway watching this...Tom Daschle....he's making a few mill a year, he doesn't have to pretend go back to SD anymore, and he doesn't have to to lead/listen to/deal with all this s**t
