This is a different Cisneros from the one in Clinton's cabinet. The HUD Secretary was *Henry* Cisneros, and I believe he was the former mayor of San Antonio. But yes, Henry Cisneros was also an adulterer, and his payments to his mistress were investigated by the Office of the Independent Council.

Okay, first let me say that I am surprised any woman would have romantic feelings for that guy, given his ax murderer gaze.
