There's more shock from the initial burst if you're adjusted to the dark, but they can still damage your eyes during the day by burning the retina.

The planes that were lased were all landing.
And lasers, regardless of day or night, will blind you if they shine into your eyes.
Whether or not the blindness is temporary or not depends on the power of the laser and how long it was shining into your eyes.

Technology and development is favoring the smaller jet. Within a couple of years, a "jet taxi" will be available for under a million. At that point, the numbers of "small jet planes" will explode. From the picture, this "private jet" seems to be rather large. Could be an illusion, but looks bigger than Gulfstream.
