WASHINGTON, Sept. 19 - Senator John Kerry, who was advertising in 20 states earlier this summer, had hoped by now to be playing on a broader canvas that included more states that President Bush won in 2000.
But advertising data gathered for The New York Times by Nielsen Monitor-Plus shows that from Sept. 7 through last Thursday, Mr. Kerry was running advertisements in just 13 states. He had pulled back in seven that he had tried to make competitive, including the crucial battleground of Missouri.
Mr. Kerry actually projected a bigger television presence than his advertising buying suggested because the Democratic National Committee was augmenting it with significant purchasing of its own.
Still, there were fewer Kerry and Democratic Party advertisements in that period than spots bought by President Bush and the Republican National Committee, and they ran in fewer states. Mr. Bush was advertising in 18 states.
The president, who was still enjoying a bounce from his convention three weeks ago, was running commercials in all markets of all states in which he was competing.
Tad Devine, a chief strategist for Mr. Kerry, said the campaign's diminished presence on television in certain states should not be construed as a sign of faltering.
"We're not out, even if we're not on TV," he said. He described the campaign's strategy as "opportunistic," reserving its resources to take advantage of future opportunities.

He can only spend 75 million, that is he is limited to 75 million by law. That limit started right after the DNC convention.
He spent a lot of AD money during the month of August, to counter attacks by the swifties.
The American people are not listening to the 527's. His Flip Flops have really shined and the swifties have made a big dent on his casmpaign.
I agree with your line of thinking. I think the MSM is going to be pretty careful after the unraveling at CBS. At least, they'd be wise to do so. The American people have finally wised up to the clear agenda of the MSM. The funny thing to me is that the DNC handed out press passes to bloggers....and are now trying to write off bloggers as not credible...... ?? Listen closely......in the background you can hear yet more flipflops pattering across the parking lot at CBS. Priceless.

Looks like Kerry spent a little too much too early. Now, they have to economize heavily. Maybe hard money isn't coming in at the "expected" rate.
In 2004 alone we've see the propaganda film Farenheit 9/11, a sh!tload of Bush bashing books, 9/11 commission (which was a democrat hit job), the Mainstream media giving free plugs for Kerry, etc.
And despite all of these Bush is now soaring and steadily increasing his lead in the polls.
We've seen the country & the economy take a serious hit on 9/11 and the economy took a serious hemmoraging for a while and he inherited a country that was already in the midst of a mild recession.
I'm standing by the simple principle here: If the HEAD is blessed then the BODY (the USA in this case) will prosper as well.
Kerry is simply more nuanced than Bush in selecting the states for his ads.
The Kerry campaign spent more than 100 million dollars on his own private Boeing 757-200. Bush has Air Force One. Doesn't take a rocket scientist to figure out where all the money's gone.

I heard Brent Bozell of the Media Research Center on the radio the other day, he said, without all the free Kerry promos by the MSM, President Bush would be at least 20 points ahead in the polls.

I don't know the Federal regulations, but if Skerry is a milti-millionare couldnt he spend his own money? If so he can't possibly be running low on cash.
I am sure that after his campaign fails that the Dems will complain that because of the late Republican Convention and because he was facing an incumbant, the challanger was not given enough money......
