I don't know the Federal regulations, but if Skerry is a milti-millionare couldnt he spend his own money? If so he can't possibly be running low on cash.

I don't think so. Also, even a fortune like Mama T's will start to dwindle when campaign's are costing 200 and 300 million dollars.
