Kerry Pulls Ads From Some States as Spending Is Limited

WASHINGTON, Sept. 19 - Senator John Kerry, who was advertising in 20 states earlier this summer, had hoped by now to be playing on a broader canvas that included more states that President Bush won in 2000.

But advertising data gathered for The New York Times by Nielsen Monitor-Plus shows that from Sept. 7 through last Thursday, Mr. Kerry was running advertisements in just 13 states. He had pulled back in seven that he had tried to make competitive, including the crucial battleground of Missouri.

Mr. Kerry actually projected a bigger television presence than his advertising buying suggested because the Democratic National Committee was augmenting it with significant purchasing of its own.

Still, there were fewer Kerry and Democratic Party advertisements in that period than spots bought by President Bush and the Republican National Committee, and they ran in fewer states. Mr. Bush was advertising in 18 states.

The president, who was still enjoying a bounce from his convention three weeks ago, was running commercials in all markets of all states in which he was competing.

Tad Devine, a chief strategist for Mr. Kerry, said the campaign's diminished presence on television in certain states should not be construed as a sign of faltering.

"We're not out, even if we're not on TV," he said. He described the campaign's strategy as "opportunistic," reserving its resources to take advantage of future opportunities.

Can only use the 75 million from the feds after the convention...not sure what happens to all the money that was left in his campaign, if he gets to keep it for his next senate run, or if he has to give to the DNC...

Kerry gets billions of dollars worth of free advertising from the mainstream media. If he can't win with that advantage, which the proprietor of Newsweak has estimated is worth 15% at the polls, then he's really got problems.

Some states out of reach. MO, ARK, LA, and WI would be among them. That leaves the Kerry Campaign spending limited cash in MN, MI, OH, PA, and WVA. When you think about it, it makes sense. No sense in getting out the vote in states already locked up for the President.

No but the President is up there by +8. I don't know if the other side can turn it around. The thing is, this spring it seemed to be Kerry's for the taking. What a difference a couple of months makes.

I wold suspect the Kerry campaign was seeing a certain flow of contributions and estimating spending based on the flow continuing or even increasing. Now I would imagine the demoralized Dems have slowed down the giving and the campaign is having to tighten its belts. Campaign problems are like rolling snowballs, each problem creates two or three news ones and the whole mess just keeps getting bigger and bigger.

The articles implies Kerry advertising in these states is a sign of Bush weakening. Surrrrre. The fact that Kerry has to advertise at all in states like Minnesota, Michigan and Oregon is the sign of a floundering democrat campaign. The fact that he has to advertise there despite the phony claim that "Mr." Bush's bounce is fading is just further indication of how much trouble Kerry is in. This is like saying that since Kerry is now sitting comfortably on the bottom of the deep end of the pool he is clearly no longer in danger of drowning.
