I wold suspect the Kerry campaign was seeing a certain flow of contributions and estimating spending based on the flow continuing or even increasing. Now I would imagine the demoralized Dems have slowed down the giving and the campaign is having to tighten its belts. Campaign problems are like rolling snowballs, each problem creates two or three news ones and the whole mess just keeps getting bigger and bigger.

As of the end of the Democrat National Convention, the Kerry campaign can no longer accept donations. He is limited to spending $75 million between his convention and Nov. 2.

On the other hand, the Democrat National Committee can legally accept donations through Election Day, but they cannot coordinate spending with the Kerry campaign.
