The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

When the discord gets to a certain level,

the only redemptive thing is to take it private and keep it there--whether the other side does, or not.

It appears to me that the contentions on both sides are quite clear enough.

It's highly unlikely either of you will convince the other in the short term.

Behaving in the honorable, TM goaled manner and directions is probably one thing you can do that may bear more attractive fruit than tit for tat posts publically.

My sense is that enough of the thread have expressed discomfort with the level of discord and tension--it's really feeling like the best interest of TM is to take it private and keep it there. If you feel otherwise at a future point, run it past JustPiper if you want to bring it public again.

War Gaming Terrorism, Part 7

This is the seventh and last tactical portion of a series of analyses that seeks to partially game out potential terrorist attacks from the terrorist’s point of view, using some of the realistic measures that we know or suspect are available to them.

This series is an opportunity for every citizen, without a military background in guerrilla warfare, to learn of how our sworn enemies will work in order that we may be better unified to do something useful about them.


Nest week’s two-part summary that follows this last tactical discussion will first look at the potential combinations of these actions against us and to what ends they might be employed.

By understanding how such attacks are designed and are likely to be used, it is expected that people within our communities may be better prepared to respond in an informed manner. This is, after all, the very solid basis for how our founders envisioned citizen participation in conflicts.

Tactical: (A little bit of this and a little bit of that)

Nuclear Devices

I won’t repeat the information that I put out long ago regarding improvised dispersal devices and their aftermath, so I suggest you go to my original article (link to URL: http://www.worldnetdaily.com/news/article.asp?ARTICLE_ID=32766) from May of 2003.

Regarding actual nuclear explosives… there are a number of smaller man-packable devices in the .5-3 kiloton range that remain unaccounted for out of the former Soviet Union. A Kiloton is an explosive power equivalent that uses a thousand tons of TNT as its basis.

The primary issue involved with moving neutron-emitting nuclear material (the essential basis for a bomb) from place to place is that neutron emissions are difficult to shield and are a red flag if picked up. The most likely scenario would be the use of an oil tanker with an especially constructed/sealed compartment for the weapon near the center of the vessel and below the water line in order that the neutron emissions are shielded by the oil. Oil is a good neutron shield because it made up of a large percentage of hydrogen. Because of this trait, water, plastics and organic tissue are also good at shielding neutrons. So seaports are at the highest risk from any larger-yield nuclear device. It is not very difficult to build a nuclear device, the major issue being the weight vs. yield ratio and, globally, most research has been focused upon getting more yield from ever an smaller ‘physics package’… so if weight and mass are no longer an issue for the delivery platform (such as would be the case if carried inside of a ship) the dilemma of making and delivering one is much simplified.

Communications

Anybody who is business today knows that if you shut down communications, you shut down the bulk of businesses. Everything from central databases that run the cash registers to essential data sharing of myriad types. How many times has your work or shopping been interrupted because “the computers are down”?

So just how do we manage the stupendous levels of data transfer required for this modern age? Fiber-optic cables are both the answer and our Achilles heel. They are also one of our most vulnerable necessities.

We know this for a fact, as you can look in any telephone book and find a toll-free number that is ‘required by law’ to call in every region before you dig anywhere, in order that the underground cables will be marked so that they are not inadvertently cut by excavating companies or even by home-owners for that matter.

And so it is that we provide the location of all of our critical communications arteries for the price of toll-free call. There is no mechanism in place to determine if the caller is a real company or person. Within two to five working days those cable locations will be clearly marked as a public service… and our sworn enemies, the Islamists, they know how to read and use telephone books too.

This might be an attack all on its own, but even more likely it would be used as an adjunct to a larger attack. How do you call 911 when the trunk lines are cut… your cell phone is not going to get you anywhere as the cellular node that picked up your transmission also uses those trunk lines to send a signal the corresponding node for the person or place you are calling to. Satellite phones are probably the least vulnerable, but not invulnerable.

If we know anything about the Islamist terrorists at all, we know that they plan meticulously. Researching where the major fiber-optic lines run is very likely to be a high priority project of theirs since most of our vaunted abilities are dependent on communications. So if you work for a company that runs a cable network, you must ask yourself ‘the’ question: “How secure is the information on layout of our cabling system?”

Sniping and Individual Acts of Terror

Those ‘Beltway Snipers’ sure did kick up a fuss didn’t they? What did they have? A scoped rifle, an old junker of a car with a camouflaged hole cut in the trunk and meals at fast food joints. Pretty small capital investment for such a return wouldn’t you say, if you were a terrorist planner?

The very simple and uncomplicated approach is what has classically been used in guerrilla warfare in this century and is especially favored by the Islamists. One need only open a few books on how partisan groups operated during World War Two to get a very clear picture of how this works, so if you add our new vulnerabilities and technology you know that it is overall awareness coupled with alerting a capable response system that is our very best defense against such acts.

Civil defense takes on a wholly new aspect when considered in the light of an aggressively unconventional campaign against us in our own country.

In next week’s closing summary in two parts, I will first lay out a couple higher probability scenarios and their applications.

In the closing piece, I will focus on what can be done on a practical basis to good effect with little to no training. Yes, you are not helpless before these drooling 12th century throwback, religious zealots. It is just time to check on the status of your backbones.

Hitting the dam would smash the plane like a bug on a windshield. There is a suitable target. The powerhouse at the bottom left in the picture. Lights out for Las Vegas. Just blasting out the powerline towers would be a softer target with similar results.

SCADA systems are dirt simple to hack. I've worked on a few that employ microwave radio towers to communicate with devices in the field. Big devices. Pumps with a 60 inch impeller driven by a 12 cylinder diesel engine. The systems were built on a real time ModComp UNIX system and coded with the kind of loving care you would expect from a summer intern writing a first big program in C. The "main()" on one application is over 3,000 lines long. No user written functions.

ANZA, Calif. A fast-moving wildfire that ignited this afternoon is threatening homes in a tiny Riverside County desert community southeast of Hemet.

Homes are being evacuated in and around the community of Anza, and several dozen youths were evacuated from a sprawling campus that houses troubled youth.

Authorities say the fire burned through 400 acres of thick chaparral in less than three hours.

It isn't clear exactly how many homes are being evacuated or how close the flames are.

It was 112 degrees in Anza this afternoon.

The new fire comes after firefighters spent much of the weekend battling several blazes around the state that scorched more than 5-thousand acres and forced scores of people from their homes.

SACRAMENTO, Calif. (AP) _ California's power grid manager has issued a "power watch" for tomorrow.

I-S-O spokeswoman Stephanie McCorkle says it's possible the state could get close to a power emergency tomorrow -- the second day of a four-day heat wave.

FWIW, I have not read her latest book, but I know something about Ms. Davis and her theories. She has some good ones, and to say that the evidence about ME involvement in OKC is disturbing puts it mildly. However, she had the misfortune of relying on at least one unreliable witness & that hurt her credibility with some people. It is a shame that Jayna Davis & Laurie Mylroie are not more widely showcased on the various talk shows.

This is just an insane thought I had. Maybe the muslims are going to blow up they own mosques to bring on Armageddon! Do you if there is anything in the karon or other books that speaks tot eh end times and the temple as it is in the Torah and Holy Bible?
