The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

Group linked to al Qaeda warns of 'columns of car bombs'

Australia and Italy have received warnings through a statement purportedly from militants linked to al Qaeda that demanded those countries withdraw troops from Iraq.

PONCA CITY, Okla. -- An Oklahoma doctor said the U.S. Department of Justice was wrong to indict a major Islamic charity Tuesday.

Oklahoma Doctor Speaks Out Against Islamic Group's Indictment

U.S. Attorney General John Ashcroft announced Tuesday afternoon that the Holy Land Foundation and seven of its members are charged with providing support to the Palestinian militant group Hamas. The 42-count indictment claims the group provided Hamas -- which is considered by the United States to be a terrorist organization -- with almost $12.5 million since 1995.

However, a Ponca City pediatrician said the foundation was wrongly singled out in the indictment.

Dr. Ahmad Agha is one of 10 board members who direct the Richardson, Texas-based Holy Land Foundation. He said the group's charity money went for relief to refugees, orphans and disaster victims -- including Oklahomans who were helped by the group's blood drive and cash donation after the 1995 Oklahoma City bombing.

There is a lot of money spent by these groups for charitable purposes. That's why they have such a loyal base to recruit from.

I had an Aunt & Uncle that got stuffed into a "Care Home" three years ago. First thing was a nicotine patch. They smoked and were 93 & 95 yrs old. To make it short, they both died within in 6 months of being tobacco free.

My Dad's brother was a Jesuit "Brother," and his sister was a "Sister of Notre Dame." My parents built their house about six houses down from the church. Anytime I sassed or did anything wrong, I had to go to "church." To top it off, my first boyfriend, first kiss, and husband (same guy) was not Catholic. Here we are over 40 years later, being total opposites, yet seeing so much exactly the same. At the time I didn't think of all that church time as oppressive, but as what everyone else did......(how would I have known differently?)

Although I am not a "Catholic" in the traditional sense, I have my background as my basis for faith and believe me, it is strong and I have a long way to go to being the person I would like to be. IMHO if more children had religious upbringing, the world would be a better place. The way it is now many seem not to be able to comprehend right from wrong.

IIRC, it was the Israeli govt that warned of "extremist Jewish groups" that were planning on blowing up the DOTR.

The Arab media has been running with it so much that I missed the original source of the story. Israeli Public Security Minister Tzachi Hanegbi started the outcry with public statements he made on Israeli TV warning about Israeli extremists last Sunday.

How can inflammatory statements like his possibly help anything? What's his real agenda? Is this guy nuts?

NETWORK ANALYSIS TO PREVENT ATTACKS

A trademark of al Qaeda global operations is extensive prior preparation. Many of the larger operations have taken years to execute. This build-up period presents counter-terrorists with the opportunity to unearth potential members of the operational cell well prior to the "h-hour of the op." These early discoveries, if handled correctly can lead to the members of the rest of the operational network. Unfortunately, most of our security systems are geared towards the immediate arrest and detention of suspects, once identified. A smarter approach would be identify, observe, and act (only when a critical mass of the network is identified) -- very much like that used by financial or organized crime investigations. Perversely, new powers that enable law enforcement to arrest and detain suspected terrorists at will, with the hope of pressuring confessions in detention, works against us.

Valdis Krebs (an extremely talented analyst of terrorist networks -- which matters a lot in a field that is as much mindset as method) demonstrates this in a new article that details how the 9/11 network could have been unearthed based on the early 2000 discovery of 2 cell members (see -- Krebs, "Connecting the Dots"). In his example, he demonstrates how the careful tracking of connections between potential members -- money flows, e-mail/phone contact, and potential face-to-face contact -- can be mapped using social network analysis. Ties to known terrorists convert a suspected network into an active one. Connections of connections identify emerging network "leadership."

Action against the network should only be taken if a critical number of members have been identified (evidenced by diminishing returns from further investigation) or there is a sign of impending attack. These signs include:

Increased activity in the network. Networks are dynamic and the rate of connection activation is a critical data point.

Reversal of money flows. This happens when excess funds not needed for an operation are removed for protection from post operation arrests.

Large face-to-face meetings of key members. A meetings are infrequent (they may only occur once) to prevent discovery but are necessary for pre-action coordination. A "pulsed" face-to-face meeting is a significant signal of impending attack.
