Fox News said the ship's name was Jacob Tomaloo. I can't promise on the spelling. I have not been able to find it in any written articles. Hope it helps.

Aren't most ships registered in Liberia or other "flags of convenience" countries? So a "Turkish" ship might not actually be registered in Turkey.

WASHINGTON The Coast Guard will board every foreign-flagged vessel that sails into a U.S. port beginning Thursday to check whether it is complying with rules aimed at foiling terrorists.
A maritime treaty signed by about 150 countries requires each ship to have a security officer, alarm system, automatic identification system, access restrictions to the engine room and bridge, and a method of checking IDs of people who board. Each ship must have a certificate signed by the country that flags it saying it is in compliance with the treaty.
The commander of a Turkish merchant vessel has recanted his claim that there is a bomb on board his ship, but the U.S. Coast Guard is still preparing for a full inspection of the ship off the coast of Delaware.
According to officials, the Coast Guard had boarded the ship in the Port of Philadephia earlier Thursday for what is being described as a routine inspection when the master of the ship apparently became agitated that the process was taking so long and blurted out that he had a bomb on board.
He quickly withdrew the claim, but, according to one official, "It was too late he had already rung the bell." So the Coast Guard ordered the ship back out to sea for a full inspection.
The Coast Guard confirmed to NBC News that it is waiting for bomb-sniffing dogs to begin the search and said they have no independent information that any explosive device is on board.

Might be just me, but I'd have figured a ships master was the person in charge of the cargo, and the captain was the person in charge of the ship.
And, I believe the Coast Guard should have adequate firepower to scuttle any cargo ship, if necessary.
