FBI urges vigilance for July 4

WASHINGTON (AP) -- A constant stream of intelligence indicating that al Qaeda wants to strike the United States this summer or fall has led federal officials to urge increased vigilance during the Independence Day weekend, but there is no specific threat of an attack timed to the holiday.

Here's an update on our favorite Egyptian human-smuggler:

South Florida Sun-Sentinel

MIAMI - A federal judge ruled Thursday that an Egyptian man accused of smuggling Middle Easterners into the United States can be transported from Miami to Washington, D.C., to face charges.

Federal agents arrested Ashraf Ahmed Abdallah, 35, last Friday at Miami International Airport during a stopover between Ecuador and Egypt. U.S. Immigration and Customs Enforcement Assistant Secretary Michael J. Garcia said Abdallah was one of his agency's most wanted "human smuggling kingpins" in the world.

A December 2001 indictment unsealed last Friday accuses Abdallah of smuggling three Egyptians and one Jordanian through Latin American countries, including Guatemala, where he lived. He faces a minimum mandatory sentence of five years in prison.

Officials allege no terrorism connections but say Abdallah smuggled people from countries with known terrorism networks.

This makes perfect sense... One of the older fatwas (I'll have to search for it) alluded to the fact that Italy would be hit after Spain, then Vienna.

It will be interesting to see what transpires after the truce is up.

WASHINGTON - Osama bin Laden and his chief lieutenants, operating from hideouts suspected to be along the Afghanistan-Pakistan border, are directing a Qaeda effort to launch an attack in the United States sometime this year, senior Bush Administration officials said on Thursday.

"What we know about this most recent information is that it is being directed from the senior-most levels of the Al Qaeda organization," said a senior official at a briefing for reporters. He added, "We know that this leadership continues to operate along the border area between Afghanistan and Pakistan."

Counterterrorism officials have said for weeks that they are increasingly worried by a continuing stream of intelligence suggesting that Al Qaeda wanted to carry out a significant terror attack on United States soil this year. But until the comments of the senior administration officials on Thursday, it was not clear that Mr. bin Laden and top deputies like Ayman Zawahiri were responsible for the concern.

Another senior administration official said on Thursday that the intelligence reports - apparently drawn partly from interviews with captured Qaeda members and partly from other intelligence, referred to efforts "to inflict catastrophic effects" before the election.

The article is called, “So Said Al-Qa’ida: A Letter to Reuven Paz.” Dr. Paz is an Israeli scholar who heads the Project for the Research of Islamist Movements – PRISM. “I wrote you this open letter because you were one of the first of those who showed interest in Osama Bin Laden’s old article entitled ‘The New International Regime’ ... and you advocated that those in the U.S. and Europe interested in Al-Qa’ida must read the article seriously ... ” explained ‘Atiyyatullah.

The top ideologist writes that contrary to common sense and the situation on the ground, both the West and the Muslim world do not perceive the change that has already occurred. According to ‘Atiyyatullah, there were two kinds of responses to Al-Qa’ida’s writings in the past. The first, from Westerners who completely ignored the writings of Al-Qa’ida’s great thinkers and strategists. They branded those writings as naïve attempts to present Al-Qa’ida in an unrealistic manner. They referred to Al-Qa’ida’s activities as mindless terror.

The second kind of response, says ‘Atiyyatullah, was that of Muslim thinkers. They saw those writings as fictitious, or as wishful thinking. “They mocked us and said: ‘They [the Americans] toppled Taliban and forced Bin Laden to seek refuge in a cave.’” ‘Atiyyatullah responds to this saying, “Al-Qa’ida does not wage wars similar to other wars ... Al-Qa’ida is completely willing to sustain the war for many years ... The war will be won by the side which will be able to bear the pain longer.”

‘Atiyyatullah finds it difficult to understand how it is that the West has not yet admitted its defeat. His explanation and analysis is as follows: The West suffers from a grave problem. This problem originates from its long-time superiority in many domains including army, politics, intelligence, and economics. This superiority, says ‘Atiyyatullah, made the West think all the rest were inferior, stupid. That is why the West is now suffering from cultural and strategic confusion. That is also why it cannot admit to its defeat, and persists in seeing it as a mere security problem, which can be solved by international cooperation.

The West will eventually realize its mistake, but it will be to late, says the ideologist. “The West will not understand that its dominance is effectively defeated, until the U.S. will suffer a second attack.” Only then will the Muslim people also understand that they have the capability to win over the West, says ‘Atiyyatullah.

Officials: Bin Laden Guiding Plot against U.S.

WASHINGTON (CNN) -- A plot to carry out a large-scale terror attack against the United States in the near future is being directed by Osama bin Laden and other top al Qaeda members, senior intelligence officials said Thursday.

Bin Laden and his top lieutenant, Ayman al-Zawahiri, are overseeing the attack plans from their remote hideouts somewhere along the Afghanistan-Pakistan border, according to senior intelligence officials.

"This type of plotting, this type of operational activity, is being done with the direct direction and authorization of that senior leadership," said one official, who spoke on condition of anonymity.

A Democratic senator who attended Thursday's CIA and FBI briefing said, "It is the most worrisome situation since 9/11" without elaborating specifically.
