WASHINGTON (CNN) -- This week's deadly train bombings in Spain will not lead to a rise in the U.S. color-coded terror threat alert system, a Department of Homeland Security spokesman said Friday.

"Based on the current intelligence, we have no specific indicators that terrorist groups are considering such an attack in the U.S. in the near term," said department spokesman Brian Roehrkasse.

Was he scheduled to make a speech tomorrow? It could be for the one year anniversary of the beginning of the war in Iraq. Or......??

FIELDALE, Va. (AP) - A bomb exploded Thursday inside a car parked near a former American Electric Power Co. building, authorities said.

The Henry County fire marshal found that one bomb had been detonated in a car and a second one that appeared to be live was on the vehicle's roof, the sheriff's office said in a statement.

The bomb exploded shortly before 5 p.m. No injuries were reported.

Two men were seen fleeing the scene in a green truck, the sheriff's office said. A spokesman for the sheriff's office said authorities had no suspects in the case and knew of no motive for the bombing.

Authorities blocked traffic from the area, and state police bomb technicians were called in to disable of the second bomb.

An AEP substation that serves Henry County is on the property.

Algae kills 500 000 fish in Lake Texoma in Texas


Fisheries biologists in Oklahoma and Texas are concerned about the
deaths of a half-million fish in Lake Texoma.

The largest number of fish killed were threadfin, but largemouth
bass, crappie, and bluegill also were among those found dead in a
5-mile area between Cedar Mills and Highport Marina on the Texas side
of the lake.

Texas officials found the fish on Friday, but the outbreak is
believed to have begun 6 Mar 2004.

Golden algae is being blamed for the fish kill. There is no evidence
that the toxins are harmful to humans, officials said.

Fisheries biologists will hold a news conference Thursday afternoon
to discuss the investigation at the University of Oklahoma Biological
Research Station in Willis.

The 89 000-acre reservoir on the Texas-Oklahoma border has been
monitored for the possible spread of golden algae since a fish kill
in January 2004 in the Lebanon pool of upper Lake Texoma was traced
to the toxin.

Since 2001, golden algae fish kills have occurred on 23 reservoirs in
Texas, and the toxin has been linked to subsequent fish kills in
North Carolina, South Carolina, and New Mexico.

Lake Texoma is the first reported finding in the Red River basin
downstream of Lake Kemp, which is southwest of Wichita Falls, Texas.

Golden algae blooms typically occur in winter and often leave a
golden ring around the lake shoreline.

"This fish kill is of particular concern due to the fact that it took
place in the main body of the lake, while the first kill was in the
more isolated Lebanon Pool," said Paul Mauck, south-central region
fisheries supervisor for the Oklahoma Department of Wildlife
Conservation.

"When the algae blooms it kills fish by releasing toxins into the
water that cause fish gills to hemorrhage. The good news is that
there is no evidence to suggest the toxins are a threat to human
health."

For the first time since February 2001, there was a
laboratory-confirmed case of domestic dog/coyote (DDC) rabies in
Texas. This case, like the case in 2001, was confirmed in a dog in
Webb County, which lies along the US-Mexico border. The recent case,
which occurred on 10 Mar 2004, was located within Laredo
approximately 0.2 mile north of the Rio Grande.

The DDC variant tends to travel rapidly through a dog population.
Therefore, the City of Laredo has taken proactive steps to control
the potential spread of the virus in the incident area, including
picking up free-roaming dogs that may have had contact with the rabid
dog, determining the vaccination status of domestic animals, trying
to locate any exposed persons and animals, and scheduling a rabies
vaccination clinic.

The geographic location of this case is well within the limits of the
area covered by the Texas Oral Rabies Vaccination Program (ORVP).
From a historical aspect, in 1988 a rabies epizootic began in deep
South Texas involving the DDC rabies virus variant. The primary
animals affected in the epizootic were domestic dogs and coyotes.

There was a record yearly total of 142 cases in 1995; by 1996, 21
counties in South Texas had reported cases of DDC rabies. The Texas
Department of Health enacted the ORVP for coyotes in South Texas in
1995.

The program entails the aerial distribution of edible baits
containing oral rabies vaccine with the goal of producing a zone of
vaccinated coyotes to control the spread of the epizootic.

Program implementation has continued on a yearly basis. Since its
initial implementation, the number of DDC cases has declined,
including no reported cases in 2002 and 2003, and the northward
progression of the epizootic has been halted.

Currently neither the City of Laredo nor the surrounding areas have
reported any human rabies exposure. Of course, client education
regarding vaccination of pets is appropriate, as is the rounding up
of stray animals.

It is interesting to note that, although the ORVP continues in the
area, there has been a case within the zone. It emphasizes that the
plan is instrumental is stopping the northward spread of rabies, but
must be used in conjunction with vaccination of pets.

An outbreak of varicella [chickenpox] that so far has affected more
than 1000 persons, both children and adults, has placed the health
authorities of the state of Yucatan on alert, as they face the risk
of acute dissemination of the disease over the coming weeks.

Jose Pereira Carcano, Health Secretary, indicated that to date, 1060
cases of the disease have been reported throughout the state, a
number more than 100 percent higher than that registered during the
same period in 2003.

In addition, over the past few weeks, health officials have detected
rotavirus infection in some 30 people as well as 8 cases of dengue
fever, one of which was of the haemorrhagic type. These findings have
contributed to the concern expressed by health authorities.

Harley is making a near miraculous recovery! She went back after 4 days, and the tests at 'my' vet showed she was rebuilding cells from her marrow! She still had one concern, the CBC. When she went back yesterday, even that is up to low/norm. She has gained 1/2 lb in a week and getting better daily. She must be the most expensive cat and so beautiful to me. Thanks so much for asking DL!

Keehi Refuse Transfer Station Has Radioactive Scare
Employees Apparently Didn't Follow Proper Procedures

HONOLULU -- KITV 4 News learned there was a radioactive scare Friday at a city garbage facility.

At Honolulu's Keehi Refuse Transfer Station, where garbage trucks empty their loads before they're taken to the H-Power plant or the landfill, the radiation alarm sounded just before noon Friday.

Narcis Salera was the drier and crew leader of the truck carrying a load of "green waste" from Hawaii Kai.

"The moment we drove the truck on, the indicator went off," Salera said.

At that point, Salera says employees there asked him to back up and drive onto the radiation detector area a second time.

"And again, the truck went off," said Salera. "So, we got clearance to go ahead and dump the load. As a precautionary (measure) we went around a third time to check to see if the truck would go off again, and it did without our load."
But garbage employees say that's where a supervisor failed to follow procedures. The supervisor should not have allowed the truck to empty its trash, even though the radiation alarm had gone off. And the crew was supposed to park the truck in a side area and have it fully searched. That did not happen.

The crew drove its truck to the nearby Kalihi Kai fire station to get checked out, where a hazmat team found elevated but not dangerous levels on two garbage workers and their gloves.

But refuse workers say that trip to the fire station violated procedure, too. A crew concerned about radiation shouldn't spread the potential contaminant in that manner.
The fire department determined recent medical treatment on one of the garbage workers set off the alarm.
