OK, so it's winter here in Wisconsin, lots of blowing snow . .and wherever you see a windbreak, you see snow collecting on the other side (farmers fence, snowbank, etc.). Wouldn't the small crater that Opportunity is in have the same thing ? Wouldn't the lighter windblown particle decelerate over the crater and collect in patterns that look like a snow drift ?
Your observation about the white stuff being partially picked up by the right wheel and carried out is, I think, right on. It would appear that we have a change in the color of the sand (from the "red" windblown stuff to the native white layer under it) that would be an underlying layer of thicker, more tightly compacted (think snowpack) layer.
Interestingly, MSG and ME have snapped some amazing activity of blowing sand on the planet, some pictures I've seen make it look like a niagra falls of sand instead of water. The weather and the sand may yet prove to be the most amazing part of this exploration.

Look at the tracks. Every few feet there is a hashmark. What are those? The rover wheels have no "axle" in the classic sense of an automobile.
Each of the rover wheels are attached to their "drive train" on the tread side, inside the wheel. Thus, their fasteners leave marks in the sand as the rover wheel turns.
Note that in the above picture, the guy is holding the wheel up in his left hand, over his left shoulder . . it's as big as a human head.
