SANAA, Yemen, Jan. 24 (UPI) -- A purported statement by al-Qaida in Yemen warned Saturday of a "major strike" soon in the United States.

The statement, distributed by the Yemeni Tagamoo Party for Reforms, said: "A major strike, a big event will take place in America soon," reminiscent of the Sept. 11 attacks.

nothing new. its the same threat over and over again, unless it coupled with some specificity regarding a particular flight. let's see if flight 223 is cancelled again.

Ok, it's getting curiouser and curiouser

Two new powder scares in Elko,NV.

One sent to the school admin offices tested positive for ricin initially, then determined to be harmless to humans. The FBI called in the military. They are still testing.

Elko, NV.
Powder scare at school district offices: FBI calls in military aid
http://www.elkodaily.com/articles/2004/02/11/news/local/news1.txt

Now here's where it get's really wierd. The second story in the same town today (making 3 in the last 2 days in Elko, anyone noticing a pattern here?) Involved a man sending ashes to Geneva, Switzerland. The same city the perfume package in Virginia was addressed to.

In addition, ashes were found at one of the earlier post offices, Wallingford maybe? The one where they called all clear, but then a day later Newsday ran a story that they were still testing.

So, we've got three scares in 3 geographically seperate locations related by two factors. Two that are related by destination address and two that are related by their seemingly harmless contents of grainy ahses.

Elko, NV.
Another false alarm closes Elko post office; powder, ashes harmless

"Briton key suspect in nuclear ring"

"Man accused of smuggling parts tells Guardian: 'I was framed'"

Owen Bowcott, Ian Traynor in Zagreb, John Aglionby in Jakarta and Suzanne Goldenberg in Washington
Thursday February 12, 2004
The Guardian (UK)

ARTICLE SNIPPET: "A Middle East-based British businessman has emerged as a key suspect in a secret network supplying Libya, Iran and North Korea with equipment to build nuclear bombs. Speaking for the first time yesterday, Paul Griffin denied that his company played any part in shipping prohibited material from the Far East.

He told the Guardian: "We have been framed."

His comments came as diplomatic sources and nuclear experts around the world stepped up their warnings of a growing proliferation crisis as atomic technology and expertise is increasingly traded on the black market.

Regulators have warned of a dangerous illegal "supermarket" in atomic know-how, spanning five countries."

"Radioactive Material Reported Missing From N.J. Demolition Site"

"Prolonged Contact Could Cause Harmful Radiation Exposure"

POSTED: 9:18 PM EST February 11, 2004

ARTICLE SNIPPET: "EAST ORANGE, N.J. -- Authorities are looking for two sealed sources of radioactive material reported missing from a demolition site, the U.S. Nuclear Regulatory Commission said Wednesday.

A worker left the moisture density gauge at the site of the former Arcadian Gardens housing project at lunchtime Monday and returned to find the crushed remains of the gauge and the radioactive sources missing, said NRC spokesman Neil Sheehan.

The amount of radioactive material involved is not considered to be significant, but officials are concerned that someone with prolonged contact could receive harmful amounts of radiation exposure."

Here are two articles appearing in this bi weekly local Newspaper from my lil area on the Central Oregon Coast.

Air Guard Blackhawk lands in Lincoln City for disaster planning

An Oregon National Guard Blackhawk helicopter lands at Samaritan North Lincoln Hospital Tuesday morning. The helicopter and its crew came to the coast to discuss the Guard's role in a disaster.
(Photo by Brandon Ford) By Brandon Ford Of the News-Times

The thunder of a Blackhawk helicopter broke the calm of a sunny morning Tuesday, as members of the Oregon National Guard landed at Samaritan North Lincoln Hospital in Lincoln City.

The 18,000-pound helicopter and its crew are attached to the 1042 Medical Company in Salem.
The solders flew to the hospital to meet with its emergency team and other Lincoln City emergency personnel to discuss medical evacuation procedures in a disaster.

"They will give a presentation on their MAST," explained Willa Espinoza, a registered nurse who manages the emergency and intensive care unit departments for the hospital. "That stands for Military Assistance for Safety and Traffic, the plan they would use to bring in supplies or evacuate victims in a disaster."

The helicopter caused quite a stir at the hospital, with many employees and even one young patient in a hospital gown, IV pole in tow, surrounding the helipad as the big chopper landed. When the blades came to a stop, the large group moved in for a close-up look at the craft.

"We are configured for air evac," said Lt. Kenneth Shinn, co-pilot of the Blackhawk.
"We have troop seats in it right now, but we could replace them with a carousel for up to six patients."

Shinn said the Blackhawk could make up to 193 knots "on a really good day flying downhill." The helicopter is also used for search and rescue operations.

And this article, just FYI on what is going on in small rural areas.

Bioterrorism preparedness continuing in county
By Steve Card Of the News-Times

The effort to prepare for a possible bioterrorism event in Lincoln County is continuing, and an update on this work was given Friday to members of the Lincoln County Local Public Safety Coordinating Council.

Federal money was made available to public health agencies around the nation following the Sept. 11, 2001 terrorist attacks. The intent was to improve the public health infrastructure in order to be better prepared in the event of a bioterrorism attack or to respond to any communicable disease outbreak or similar emergency.

Lynn Alexanderson, the emergency preparedness planner with the Lincoln County Department of Health and Human Services, reported Friday on what the planning effort currently involves.

Recent flu clinics around the county provided good experience in terms of the mass dispensing of medications, Alexanderson said. She is now in the process of contacting pharmacy technicians, nurses around the county, and others who would be called upon to fill staffing needs if it were necessary to have a mass immunization clinic.

"We're also looking at developing a common triage system in the county," she said.

At present, the various agencies that provide emergency medical response have their own system of triage, and Alexanderson believes that a standardized approach would be helpful if a countywide event were to occur - "not only in a natural disaster like an earthquake, but also with communicable and non-communicable disease issues."
Another area being looked at is transportation.

Lincoln County residents are fairly independent when it comes to getting themselves from place to place, she noted. In times of emergency, however, this could lead to major traffic congestion at places like immunization clinics.

"So we're looking at transportation issues...getting folks to dispensing sites around the county," she said.
Both Mid-Columbia Bus Company, which provides the local school district bus service, and Lincoln County Transit "are very eager to work with me on that," she said.

One of the added benefits that has come through this bioterrorism preparedness process, Alexanderson said, is that people from various emergency service agencies are interacting and exchanging ideas.
Prior to this, no such communication could be found among many of the agencies.

"I believe we've made great gains in people getting to know each other," she said.
MY 2 cents Personally I think educating self sufficientcy (sp) would be a better spending of funds. Most own rigs and boats here and look out for neighbors.
