From what? Your chances of dying when you walk across a street or drive down a highway are much higher than being killed by a terrorist.
Don't fool yourself - the tools and laws were in place to stop 9/11, some mid-level bureaucrats left over from the clinton PC bonanza decided to ignore/bury the evidence, and so now you and I are paying and will be paying for their ignorance/idiocy/neglect through our taxes and through the hit on our freedoms/privacy/rights.
Just remember, Cheney, Rummy, and ol' Ridge think you and I should be victims and that there is nothing we can do about it. They are wrong, you and I can help elect a real Conservative, who doesn't think we should wait for the "inevitable" (their words, not mine) and who will do something about the terrorists, even those hiding in Saudi Arabia.

What I am proposing tonight is the most extensive reorganization of the federal government since the 1940s. During his presidency, Harry Truman recognized that our nation's fragmented defenses had to be reorganized to win the Cold War. He proposed uniting our military forces under a single Department of Defense, and creating the National Security Council to bring together defense, intelligence, and diplomacy. Truman's reforms are still helping us to fight terror abroad, and now we need similar dramatic reforms to secure our people at home.Now did he say largest expansion?

By my calculations, now that we have the "Largest expansion of government since Truman" under our belts we should be able to rule the world by November 17, 2002 at the latest.

Could you show me where in the text of his speech you see these words? Or to give you poetic license liberties, how about how you interpret a part of his speech to mean what you wrote.

If you really think that's what he is doing, then I don't doubt why you asked what is the reason for the Dept of Defense.
This latest move is nothing more than political gamesmanship at its finest. Yes the FBI and CIA need to be revamped but this is not the way its to be done. My opinion, is to clean house, period. DCI was suppose to be the central point for all intelligence. Creating another department is nothing more than a waste of money.
One does not fix the wheel by redesigning the car. We are our own worse enemy.
