To prohibit the possession or transfer of junk guns, also known as Saturday Night Specials.

IN THE HOUSE OF REPRESENTATIVES

February 5, 2002

Mr. GUTIERREZ introduced the following bill; which was referred to the Committee on the Judiciary --------------------------------------------------------------------------------

A BILL

To prohibit the possession or transfer of junk guns, also known as Saturday Night Specials.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. PROHIBITION AGAINST POSSESSION OR TRANSFER OF JUNK GUNS, ALSO KNOWN AS SATURDAY NIGHT SPECIALS.

(a) IN GENERAL- Section 922 of title 18, United States Code, is amended by adding at the end the following:

`(z)(1) It shall be unlawful for any person to possess or transfer a junk gun which has been shipped or transported in interstate or foreign commerce.

`(2) Paragraph (1) shall not apply to the continuous and otherwise lawful possession of a junk gun by a person during any period that began before the effective date of this subsection.'.

(b) JUNK GUN DEFINED- Section 921(a) of such title is amended by adding at the end the following:

`(35)(A) The term `junk gun' means--

`(i) a handgun that is not a sporting handgun; and

`(ii) any combination of parts from which a handgun described in clause (i) can be assembled.

`(B) The term `sporting handgun' means a handgun which the Secretary has determined, using the criteria applied in making determinations under section 925(d)(3), to be of a type generally recognized as particularly suitable for or readily adaptable to sporting purposes.'.

(c) PENALTY- Section 924(a)(1)(B) of such title is amended by inserting `or (z)' before `of'. END

Now, we are going to outlaw "junk guns" and "junk guns" are whatever the Administration in Washington terms them to be.

--while I don't agree with Neal Knox on a lot of things, as he puts it, to the anti-gun people, any firearm under ten inches long is a "Saturday night special" and anything over that is an "assault weapon"--

HR 3680 A bill to prohibit the election of junk legislators. Being a Kennedy will not be a defense. Classified as class 1 Felony and/or Treason.

Most people don't keep handguns for "sporting" purposes. Do you?
This is just another thinly veiled attempt to disarm law-abiding citizens.

The following was taken from HIGHLIGHTS OF SENATOR BARBARA BOXER'S RECORD ON CRIME: "The Senate's leader in the fight to ban "junk guns," also known as Saturday Night Specials, Senator Boxer introduced legislation which would effectively take junk guns off our streets by requiring American-made handguns to meet the same quality and safety standards as imported guns. These junk guns are inexpensive, easily concealable, and are the preferred weapons of juvenile criminals. She first introduced this legislation in 1996 and will continue working to take junk guns off the streets."

I wonder, why the emphasis on bringing "American-made" guns up to the "standards" of imported guns??

Unfreaking believable. It scares me more in how they classify "sporting" as opposed to "junk". Would my self-defense gun be classified as "sport" - I'm sure it wouldn't in their eyes. Luckily this will never see the light of day but it sure is scary that people are trying to do this.

Ja-wohl, Herr Sekretary!

Once again, American jurisprudence boils down to a single person's momentary edicts and opinions, rather than clearly defined rules. Exactly what rule is being followed by banning 'non-sporting' weapons, other than the systematic elimination of a God-given right (with an exception clause for sports and Congressmen)?

Oh, they'll attempt to get them too. Muzzleloaders require that the shooter carry propellant in a seperate container (powderhorn, flask, etc.), thus, the shooter is in possession of "explosive material" used in bomb making.

Bye-bye flintlocks a la "anti-terrorism" legislation.
