Muzzleloaders require that the shooter carry propellant in a seperate container (powderhorn, flask, etc.), thus, the shooter is in possession of "explosive material" used in bomb making.

There are some places, like the Massachusetts Legislature, where flitnlock muskets have to have trigger-locks. I guess in other places, like New Jersey, you will need to install a computerized smart-gun attachment on percussion and flint-lock pistols.
