The spin that September 11th was an event that Clinton "could not have foreseen" will be repeated endlessly- but what about the FIRST WTC bombing, and the Embassy bombings in Africa (last time I checked, U.S. Embassies were considered American soil- so these were arguably a direct attack on America).
There were plenty of indicators, and perhaps a President less absorbed in his own glorious self would have paid them some attention. And a Cabinet and Executive Branch appointees with at least a minimum of competence might have been helpful, too.
As it is, the Clinton Administration is going to go down as one of the most incompetent in history- and probably one of the 2 or 3 most corrupt.

Clinton had a lot of things on his platter and he didn't have a crystal ball.
He did, however, have 18 dead Marines in Somalia, the first World Trade Center bombing, the bombing of the U.S.S. Cole, two blown-up American Embassies in Nairobi and Nigeria, and the blown-up American Air Force Barracks at Khobar Towers in Saudi Arabia.
He could have used any of those events to seriously address the problem, but there were blowjobs to be gotten, I guess.

The fact that the question is being asked in the media tips you off that Clinton's legacy is toast. Here's Clinton's paragraph in a 2020 textbook.
Clinton was a minority President elected only because of third party candidate Ross Perot. Clinton campaigned as a moderate but tried to govern as a liberal by among other initiatives attempting to nationalizing health care, as a direct result of which the Repulicans retook both houses of Congress for the first time since the early '50's. Clinton lied under oath in a civil lawsuit alleging he sexally harrassed a former employee for which he was impeached. Clinton was unable to see through any major policy initiative or major legislation of his own. Despite Mogadishu, Khobar Towers, WTCI, the Africa Embassies and the Cole, he never made a major effort to fight terror, thus paving the way for 9-11.
A failed Presidency despite unprecedented peace and prosperity.
