Remains of U.S. Servicemen Recovered in North Korea

September 24, 2003

Remains believed to be those of four American soldiers missing in action from the Korean War have been recovered by two teams of U.S. specialists.

A joint team operating near the Chosin Reservoir in North Korea recovered two sets of remains believed to be those of U.S. Army soldiers from the 7th Infantry Division who fought against Chinese forces from November-December 1950. Approximately 1,000 Americans are estimated to have been lost in battles of the Chosin campaign.

Additionally, a second team recovered two sets of remains in Unsan County, about 60 miles north of Pyongyang. This area was the site of battles between communist forces and the U.S. Army’s 1st Cavalry and 25th Infantry Divisions in November 1950.

The Defense Department’s Prisoner of War/Missing Personnel Office negotiated terms with the North Koreans in July, which led to the scheduling of two, month-long operations this year. As a matter of policy, these recovery talks deal exclusively with the issue of recovering the remains of missing Americans. POW/MIA accounting is a separate, stand-alone humanitarian matter, not tied to any other issue. The second operation will end on October 28, 2003 when these remains and others will be repatriated.

The 28-person U.S. contingent was composed primarily of specialists from the Army’s Central Identification Laboratory, Hawaii.

Since 1996, 26 individual joint operations have been conducted in North Korea, during which 182 sets of remains believed to be those of U.S. soldiers have been recovered. Of the 88,000 U.S. servicemembers missing in action from all conflicts, more than 8,100 are from the Korean War.

An Act for the Establishment of Troops

On September 29, 1789, the final day of its very first session, the United States Congress passed "An act to recognize and adapt to the Constitution of the United States, the establishment of the troops raised under the resolves of the United States in Congress assembled" officially creating the military of the United States. To the men already serving on the frontier under orders of the Continental Congress, the change probably meant little.

Although the Constitution of the United States charged Congress with raising and regulating military forces, newly-elected House and Senate members delayed acting on this provision. Busy organizing the federal government and debating the location of the new Federal City, Congress neglected dealing with the issue of military forces until prodded by President and Commander in Chief George Washington.

On August 7, Washington reminded both Houses that the provision for troops made under the Continental Congress must be superseded by action under the new Constitution. The establishment of United States troops was an issue, the President wrote:

The Writings of George Washington from the Original Manuscript Sources, 1745-1799. John C. Fitzpatrick, Editor. United States, August 7, 1789.

The Business which has hitherto been under the consideration of Congress has been of so much importance that I was unwilling to draw their attention from it to any other subject. But the disputes which exist between some of the United States and several powerful tribes of Indians within the limits of the Union, and the hostilities which have in several instances been committed on the frontiers, seem to require the immediate interposition of the general Government. I have therefore directed the several statements and papers, which have been submitted to me on this subject by General Knox to be laid before you for your information. While the measures of Government ought to be calculated to protect its Citizens from all injury and violence, a due regard should be extended to those Indians whose happiness in the course of events so materially depends on the national justice and humanity of the United States. If it should be the judgment of Congress, that it would be most expedient to terminate all differences in the Southern District, and to lay the foundation for future confidence by an amicable Treaty with the Indian Tribes in that quarter I think proper to suggest the consideration of the expediency of instituting a temporary Commission for that purpose, to consist of three persons whose authority should expire with the occasion. How far such a measure unassisted by Posts, would be competent to the establishment and preservation of peace and tranquility on the frontiers, is also a matter which merits your serious consideration.

Along with this object I am induced to suggest another, with the national importance and necessity of which I am deeply impressed; I mean some uniform and effective system for the Militia of the United States. It is unnecessary to offer arguments in recommendation of a measure, on which the honor, safety and well being of our Country so evidently and essentially depend: But it may not be amiss to observe that I am particularly anxious it should receive an early attention as circumstances will admit; because it is now in our power to avail ourselves of the military knowledge disseminated throughout the several States by means of the many well instructed Officers and soldiers of the late Army; a resource which is daily diminishing by deaths and other causes. To suffer this peculiar advantage to pass away unimproved, would be to neglect an Opportunity which will never again occur, unless unfortunately we should again be involved in a long and arduous War.

Letter from George Washington to Congress, August 7, 1789.
George Washington Papers, 1741-1799

This appeal, delivered by Secretary of War, Henry Knox, was not immediately acted upon. Three days later, on August 10, Washington again urged Congress to address the issue. Finally, on September 29, 1789, the House of Representatives and the Senate passed the bill that transformed the Continental Army into the armed forces of the United States of America.

United States, August 10, 1789.

I have directed a statement of the Troops in the service of the United States to be laid before you for your information.

These troops were raised by virtue of the resolves of Congress of the 20th. of October 1784 and of the 3d. of October 1787,79 in order to protect the frontiers from the depredations of the hostile Indians, to prevent all intrusions on the public Lands, and to facilitate the surveying and selling of the same, for the purpose of reducing the public debt.

As these important objects continue to require the aid of the Troops, it is necessary that the establishment thereof should in all respects, be conformed by Law, to the Constitution of the United States.

Hollywood Megastar Fires Up 101st Soldiers
By Pfc. Thomas Day / 40th Public Affairs Detachment

MOSUL, Iraq, Sept. 26, 2003 — Silver screen star Bruce Willis and his blues band visited the soldiers of the 101st Airborne Division (Air Assault) in Northern Iraq Sept. 25. The 101st stop was just one in a number of goodwill visits on the “Bruce Willis and the Accelerators Touch of Home Tour” this week.

“I didn’t see enough people coming out here and supporting the troops,” said Willis, who was born on a military base in Germany in 1955. Willis’ visit was the 101st’s first goodwill visit from a Hollywood celebrity.

“Back home, the news is manipulated … by people who would like the American people to believe the war is unpopular. It’s not unpopular, especially with the Iraqi indigenous people that are being helped,” Willis said. “This is the War on Terrorism, it’s worth fighting for.”

The “Hart’s War” and “Tears of the Sun” actor, both films that deal with the military, clearly enjoyed himself playing in front of the audience of homesick soldiers.

“I wanted to sign up and fight with you guys, but they told me I was too old,” he quipped. Willis also used some colorful language when describing what he would do if he had “four minutes with Saddam.”

Willis ate a late lunch with Command Sgt. Maj. Marvin Hill, the top 101st Airborne Division enlisted soldier, before flying around the division’s area of operation in a CH-47 Chinook helicopter to meet the “Screaming Eagles.” The busy day ended for Willis and his band after a one-hour concert in front of several hundred 3rd Brigade, 101st Airborne soldiers in Tall Afar.

Col. Michael Linnington, 3rd Brigade commander, introduced Willis before his band’s set and afterwards presented him with a 101st Airborne Division flag. Willis also dawned Linnington’s desert uniform top for the show after the brigade commander’s name and rank were appropriately removed.

Willis left after his performance with a simple message for the 101st soldiers: “Stay safe and God bless you all.”

BAGHDAD, Iraq — On the same day United Nations officials flew out of Baghdad, Drew Carey flew in Friday, commanding a company of comedians on a mission to entertain U.S. troops.

"I love Baghdad," Carey said. "You have camels, bugs and everything's served up with a big dirty glass of water. Sorry. If there's any locals here tonight, I'm just joking around. We're very grateful for all the hospitality you've shown," he said sarcastically.

Baghdad's Convention Center was transformed into the most heavily armed comedy club in the world Friday night for nearly 2,000 U.S. troops. Earlier Friday, the U.N. began downsizing its staff because of recent bombings in Iraq's capital.

But that didn't scare away Carey and five other comedians including Kathy Kinney, who plays Mimi on The Drew Carey Show. Many of the jokes poked fun at the hardships U.S. troops are facing in Iraq.

Carey, a longtime supporter of the USO, chatted about his recent Lasik eye surgery and his 2001 heart surgery. "I had an angioplasty and a stent. The same thing that Dick Cheney had, only they left my heart in."

Kinney appeared in slacks and long shirt, sans her trademark heavy makeup. "How cool is it that (the USO) is here? In World War II they brought Betty Grable. In the Korean War it was Marilyn Monroe. Vietnam, Raquel Welch. And you get me ... Ain't life grand?"

Holding up a copy of USA TODAY, Kinney pretended to update soldiers on the news back home. "I know you think that everything that's happening here is front-page news. No. Front page: J. Lo and Ben. Important stuff. It's off, it's on, it's off, they're back together," she said to a roar of boos. "I know that you've been here for a long time. But the longer you're here, the closer the Olsen Twins get to being 18 years old. June 13, 2004. They're worth like ... $50 billion between the two of them, but I bet they couldn't decorate your tents as good as I could."

Carey and Kinney weren't the only Hollywood stars in town. Touring with his band The Accelerators, actor Bruce Willis entertained troops in Iraq and Kuwait last week and through the weekend. On Sunday Willis gave a rock concert at Camp Arifjan in Kuwait. Last week the action star told troops in northern Iraq: "We're here to support you. If you can catch him, just give me four seconds with Saddam Hussein."

1803 The first Roman Catholic Church in Boston was formally dedicated. (Catholics had not been permitted any religious freedom within this predominantly Puritan colony prior to the Massachusetts Constitution of 1780.)
1967 Swiss Reformed theologian Karl Barth wrote in a letter: 'God has very different people who like one another to different degrees.'
1970 The New American Bible was published by the St. Anthony Guild Press. It represented the first English version Roman Catholic Bible to be translated from the original Biblical Greek and Hebrew languages. (The Rheims-Douai Version of 1610 had been based on Jerome's Latin Vulgate.)
1990 In Washington, DC, the National Cathedral (officially, the Cathedral Church of St. Peter and St. Paul) was completed after 83 years of construction. Begun in 1907, the Gothic edifice had been used in its incomplete form since 1912.

Thought for the day :
"May the farce be with you."

You might be a bad driver if...
you are the only car in the parking lot and you STILL hit a light pole.

Murphys Law of the day...(Gerrold's Fundamental Truth)
It's a good thing money can't buy happiness. We couldn't stand the commercials.

It a little known fact that...
The lowest temperature ever recorded in the world was 129 degrees below 0 at Vostok, Antarctica, on July 21, 1983.
