The document is now in draft form and is expected to be published between October and Christmas this year. In a bombshell passage, the document will also encourage far wider use of the old Mass, the Tridentine rite Mass, in Latin, throughout the Roman Catholic Church.
Too good to be true. I'll wait and hope and pray until then.
Would the American Church even comply with such an order? The Erie Diocese might need some "persuadin'."

the mandate to celebrate the old Latin Mass more widely, even on a weekly basis, in every parish in the world, This is not practical in many suburban parishes.
The Tridentine rubrics cannot be observed in most of them.
This sounds like wishful thinking on the author's part.

One good things about more deacons being ordained, they can be used to distribute communion, and in theory, more EEMs can be dropped.

What I would find ironic is if the Vatican ends the Indult and makes the normative mass based on the 65 missal. Just about all the prayers taken away from the mass with the Novus Ordo would be restored, there is a option to say the prayers at the foot of the altar at the beginning of mass, yet it can be said entirely in the vernacular, and the rubrics can and were set up very similar to the Novus Ordo of today.

Nice thought by the Vatican, but the Latin traditional rite can't just be re-introduced by fiat. Its been some 35 years you know.
Not enough priests know enough Latin to even begin to say Mass in the language. And that doesn't even begin to consider the huge number of rubrics or rules on how to say Mass in the traditional rite that priests would have to learn.
In other words, I'll believe it when I see it, a huge amount of learning will have to come down before this can be enacted.

I read two lines and don't want to read any further. Since when is the Mass a "do-it-yourself" thing. There have always been guidelines. And still are!
