Time for the underground church in Washington D. C.
Years ago, in a somewhat similar zeitgeist of suppression, traditional Priests held TLM in homes. I’m not a canon lawyer, but there was a loophole since the mass was held in a residence at the owner’s request.
There already exists a TLM in the Washington DC area that neither Cdl Gregory nor Pope Francis can shut down. That is the Mass celebrated by the priests of the SSPX at St Pius X Catholic Church in Upper Marlboro, MD. The church is less than a 1/2-hour drive from Capitol Hill.
