The crisis for the Catholic Church is that they don’t recognize the true gospel. That we have salvation through repentance and faith/trust in the finished work of the atoning blood sacrifice at the cross is all that is necessary to be justified and to have the righteousness of Christ.

He made Him who knew no sin to be sin in our behalf, so that we might become the righteousness of God in Him.

Who do you repent to? And when?

You can’t do it from Hell.

You repent when the Holy Spirit moves you to. When you are born again (from above). But you can try to get to heaven by checking off sacraments and fulfilling requirements by obligation. Good luck with that.
