Oh you mean the “Roman Empire unified Europe” - well nope - the Roman Empire was primarily a Mediterranean based empire - to “reunify the Roman Empire” would be to have all of the Med littoral lands unified and not including northern Germany or the Netherlands or Poland or Scandinavia

The “third” signifies that part of the population was killed - the Roman Tenth Legion, which was stationed beyond the Euphrates
