Thank you for the attempt to answer. Of course, any act of penance can also be done in other contexts: people pray Our Father and Hail Mary, or contribute to charities for many reasons unrelated to penance.
But if a priest hears the confession of an actively gay man, who confesses homosexual acts, and as penance the priest recommends that he stop cohabitation with other gay men, — which is the context in which I posed the question, — would that be something the penitent does or something the penitent thinks?
