Need a ham operator for one hour per month able to reach Africa. Preacher says some areas can only receive short wave. More details if someone is interested in helping.
arrl.org has a license search. You can search for hams by town, county or state as well as name/call. The ARRL site also has state listings for clubs. Approaching a club is a very good way to find a ham who might be interested in assisting.
There’s also a group called VOAD that has state chapters. They are primarily to provide disaster assistance and generally have hams. Maine VOAD is sponsored by a number of groups including churches.

Preacher did not say this is for broadcast, I assumed it was. I no nothing about hams other then it makes a good sandwich. He may be getting in touch with someone to send a sermon to be circulated or something. I have the exam guy in Ky and can find someone here hopefully.
I do have a radio lic. I think 3rd class when I got my pilot’s license. I don’t even know if it is still good. You got the right call sign, how did you know?
I have a vague recollection that there is a specific exception to the broadcasting prohibition which permits code practice sessions. I think it may be worded in such a way that only one party qualifies for the exception.
I remember 21.390 as well; never was a net control, but did run a few patches for people. Haven’t done any HF myself since I lost my antenna in the 2004 hurricanes, but I need to get back into ARES, since the family has been getting interested in first responder disaster training.
However...the good news is that it looks like we entering a period similar to the Maunder Minimum..global cooling and a big drop in grain production....
I am familiar with that type of ham. It is responsible for much of the lard around my belly.

What Johnny said is accurate. Broadcasting by an amateur operator is not permitted. Communications, not a taped religious service or live broadcast, are permitted to pass from one amateur operator to another in a foreign country as long as the person in the foreign country is a licensed amateur. FCC regulation part 97.115(a)(2)
Music is not permitted to be transmitted via amateur radio FCC part 97.113(1)(4),(e).
No amateur operator is not permitted to transmit communications in which he/she has a pecuniary interest. FCC part 97.113(a)(3).
In short, the only messages an amateur may transmit for a third party in another country are those related to amateur radio or personal remarks or for emergencies or for disaster relief. FCC Part 97.115(a)(2) and 97.117. Moreover, third party traffic can only be transmitted to countries that the United States has a third party traffic agreement with.
You apply for a shortwave radio station through the FCC. The FCC has strict requirements when applying for a shortwave radio license, and broadcasting without a license is punishable by law. Make sure to review all the guides that the FCC provides for you when applying for a shortwave radio license.
You need to decide whether you are going to apply for an FM (frequency modulation) or AM (amplitude modulation) radio station. If you are running a talk show or news show, you can probably get by with an AM station. For a music radio station, however, an FM signal would be preferable because it has better quality and suffers from less interference than an AM signal. For long haul communications, you will want AM.
Review the guidelines provided by the FCC for individuals seeking to apply for a broadcast radio station. The guidelines are accessible through the FCC's website. Review them carefully and make sure to have everything in order before submitting your application. A local Ham radio operator may be willing to help you out getting the proper permits, but will likely not (and shouldn't) operate your station without a license.

I come from E. Ky originally and as a born and breed hillbilly on both sides of my family we tend to view laws as at best, suggestions, at worst a minor inconvenience.
Probably not best to get too involved with me cause as I said the only laws I pay attention to God wrote and I am ashamed to say I have broken most of them and still, I think, have time to break the rest.
I have a line on what I think the preacher wants from another FReeper. Problem I have is he is playing his cards close to his vest and so I don’t know very much about what his plans are. I spoke to him tonight and we are going to get together and he will lay out his plans to me. I think he wants me to foot the bill and I may depending on what it is. He is a little like me, his view of the various laws are overridden by God’s laws and if he decides that his work is more important than the laws against he may well ignore them. I will find out and if I need your help will be happy to get it. Thanks for taking the time to respond to my post.

You would probably have the best luck from somebody on that list.
Having said that, you would be best served in the long term by getting one or two of your parishioners to get a General or Extra Class license and setting up a small station at your church.
I am curious... I DO have an FCC license (was radio DJ ages ago), but no idea if that would authorize me to use HAM (I am pretty sure it would be a different license, being that I have no experience/training on HAM)..
First things first: I'd bet there are a fair number of Ham's here on FR (self included) capable of reaching Africa.
The issue is more of radio wave propagation than "capability" to reach Africa.
If the propagation isn't there, no amount of power or antenna height in the world is going to get you there.
Now what are you trying to reach Africa for?
If that preacher is looking to get on-air to do an hour long broadcast to Africa -- that is not the purpose of Amateur Radio.
I think Allan will lease radio time for $60 and they do reach Africa and beyond.
