California's Driver License Bill Opens Door to Voter Fraud and Illegal Gun Sales

LOS ANGELES -- California Gov. Gray Davis' quietly announced to the Spanish-language media that he will sign the controversial bill allowing illegal aliens to obtain driver's licenses.

This as critics in Davis' own state government condemned the bill for endangering the public and the electoral process by enabling illegal aliens to fraudulently vote and unlawfully purchase firearms.

SB-60, revived this year after similar bills were vetoed in 2001 and 2002, would allow 'undocumented immigrants' to apply for state-issued driver's licenses using foreign birth documents and IRS taxpayer identification numbers in lieu of previously required U.S. birth certificates and social security numbers.

The licenses issued under the proposed law would carry no indication the applicant was not a legal resident. That, critics say, will create a host of problems they say bill supporters have failed to address.

Voter Fraud Expected

A driver's license is the only official document needed to register to vote, according to the Registrar of Voters office in Los Angeles County, California. A spokesperson there said that's because, until now, a valid license was a clear indication of legal residency.

The Registrars office confirms an illegal alien, license in hand, would simply have to lie in response to the citizenship question on the voter registration form in order to begin voting.

The office said they have no way to verify whether or not an applicant is a citizen. Voter registration forms are signed under penalty of perjury, they said, and the citizenship question is simply answered, "on the honor system."

Officials at the office could not recall a single instance of a registered voter being prosecuted for perjury.

Additionally, California's motor-voter law enables driver's license applicants to simultaneously register to vote. The new license bill has no provisions to limit or remove the automatic voter registration process from the applications.

Door Open for Illegal Gun Sales

Illegal aliens have been prohibited from buying or transferring firearms since the passage of the federal Gun Control Act in 1968, but federal law enforcement sources warn the driver's license bill will enable illegals to complete seemingly-legitimate gun purchases.

Just like the voter registration documents, California gun transfer forms rely on the honor system to establish citizenship.

"If they lie on their dealer record of sale and say, 'yes they are a citizen,' when they are not, there is ... not going to be a further check completed," said Hallye Jordan, a spokesperson for the California Department of Justice.

Sources inside the Bureau of Alcohol, Tobacco and Firearms said the implications of the new driver's license rules are especially alarming in Southern California, where they say rings of traffickers smuggle weapons from the U.S. into Mexico, where the guns are sold at inflated prices on the black market.

Currently, agents say the smuggling rings often buy stolen weapons and use 'straw purchasers' to obtain firearms. Under the rules in the new law, they say the smugglers, which are most often Mexican nationals who have crossed into the U.S. illegally, will simply obtain a 'clean' and legitimate driver license, and buy the guns legally.

Problems With the Bill

State Senator and Republican recall candidate Tom McClintock said Thursday Colorado has already passed a law rejecting the validity of California driver's licenses should Gov. Davis sign the bill.

He said the law means California licenses could no longer be used for identification or driving in Colorado after the California bill takes effect next year.

A spokesperson for California Attorney General Bill Lockyer said this week their office withdrew support for the bill after lawmakers removed provisions for electronic fingerprinting of applicants, and last week, Department of Motor Vehicles investigators warned passage would lead to rampant identity fraud.

"As peace officers, we are concerned that there are already a great number of ways to illegally obtain a DMV license," DMV Investigators Association president Richard Carillo told the Sacramento Bee newspaper.

"SB 60 doesn't require comparison of prints or documents from non-citizens with their supposed nation of origin; nor does it allow for the DMV to verify prints that should be on file with federal immigration authorities."

On August 9, the Internal Revenue Service cautioned TINs, or Taxpayer Identification Numbers, are an unsuitable source of valid identification.

"If your state is considering legislation to accept (individual taxpayer identification numbers) as proof of identity for driver's licenses, please alert your legislators to potential security risks," says a letter

...is not complaining about all the weekends that the California DMV will have to open up, at Employee Time and a Half, to process the multitude of illegals applying for Drivers Licenses after January 1, 2004.

Don't blame the Calif. citizens. We didn't want it and we didn't do it.

Grey Davis knows most of the citizens were against doing this and he didn't care, because he never cared.

He's a stupid looking rich, elitist, who thinks he's lord over the "common" people.In other words, a polititian.

Yes. They're called "Certificada de Acta de Nacimiento." Each neighborhood in Mexico is run by the local corrupt lawyers, usually PRI Party hacks, who oversee all aspects of social life there.

If this law stands then we need to demand proof of citizenship for ALL registered voters.

Actually, the Feds control the air, so they could simply have the FAA pass a rule making a CDL an invalid form of ID to board any airplane within the borders of the US.

That happens, and this stupid law would be repealed within hours.

That sounds like a great idea and it might work for most states, but it won't work in California.

Then why not just require illegals to have a valid license from Guadalajara or Tehran or Islamabad or Gaza or Riyadh ? It would cut the red tape for the illegals/terrorists,which is apparently the goal of the Democrats.Leno just talked about this in his monologue, made reference to terrorists getting licenses and then said-"why doesn't California just go ahead and issue them a pilot's license at the same time "? This bill should be tied directly to the Democrats and nationalized as an issue,ala Willie Horton. I wonder if the Democrats will have the signing on Sept 11 ?

Actually, counting blacks as less than a full person weakened the slaveholding states, giving them fewer representatives. The 2/3 compromise is cited by the anti-slavery people as their way of ensuring the southern states didn't get too strong so slavery could eventually be ended.

I think we, legal California, USA citizens should go to the DMV in mass and apply for fake idenity Driver Lic. We should give names like Jane Doe or Maria DeMented or Abi Ido, etc. We should be obvious that we want atleast 3 lic for 3 votes to level the playing field and reflect the insanity of this selfish agenda. I gave my thumb print and a birth certificate and criminals will have the same document breeder with NOTHING!!! Free border crossing, voting access, gun purchasing. We must display some civil disobedience in contrast to the absolute criminal sell out by this state senate and governor. Yes and we need to work with Mc Clintock on the referendum too but we must do something NOW. Clog the lines at the DMV. Already the Border Patrol has had an increase in illegal border crossings and the reason given is, "we were going to get our lic." What do you think, should we make it impossible for the DMV to process any illegals until we get the referendum thru?

Is it not true that 2/3's was a compomise that was reached in order to get the slave states to sign the constitution ? I recall reading that the New England states did not want slaves to count at all.

I'm sure Tom Ridge is doing a great job, but fighting terrorists is one thing and taking on the DMV is another. The DMV is tough. ;-)

Okay, a little voice told me to put up this thread...
Since I heard Sen. McClintock explain this plan twice in two days, during two different radio station interviews, I thought it would be a good idea to synopsis it. (I think is an excellent idea.)

As we have all pretty much figured, the way to do something about the passage of the illegal alien driver's license law, which will be signed any moment by our traitorous, corrupt governor, lies in our "ruby slippers," our wonderful referendum process. According to McClintock, the California Republican Assembly (a group which endorsed him, and the largest of its kind in California), already is buzzing about a plan to challenge the new law "once Davis's pen hits the paper." I have already checked their website and found nothing as of yet; however, McClintock says as soon as he has more information it will be linked on his website. (Let's keep watching for this.)

Here's how it would work. Signatures on petitions would be gathered as with the recall; however, the good news is that he said only a relatively small number would be required. (Off the top of his head, McClintock didn't know the exact amount, but he thought only about 1/4 or 1/5 the amount required for the recall. It should be a lead pipe cinch to get this on this one, IMHO.)

Of course, the signatures need to be collected in the proper, legal manner - I don't have the details to post at this time, but we can get that info readily - and then appropriately forwarded. The good news, according to Sen. McClintock, is that as soon as they are collected and forwarded as required by law, this ridiculous new law MUST BE IMMEDIATELY STAYED UNTIL THE NEXT SCHEDULED ELECTION. That would be MARCH 2004 if we can get the signatures quickly enough. And remember, this idiotic law doesn't go into effect until Jan. 1, 2004. Wouldn't it be wonderful if we could beat it to the punch entirely? Does anyone seriously have any doubts we'd knock this thing out in a referendum election?
