Aug. 14— The CIA has captured another major Al Qaeda leader who is believed to have planned bombings in Indonesia and other parts of Southeast Asia, ABCNEWS has learned.

A top al Qaeda member and a leader of Jemaah Islamiyah, Riduan Isamuddin (aka Hambali), 36, was arrested as part of a CIA undercover operation. He is currently being returned to Indonesia.

This is guy is the leader of Jemaah Islamiyyah and the highest-ranking al-Qaeda operative in Southeast Asia. He is the mastermind of the Bali bombings and was a top lieutenant to Khalid Sheikh Mohammed.

When the Bali bombs went off, the name on the lips of every Western intelligence agent dealing with Islamic terrorism was "Hambali".

The man regarded as the Osama bin Laden of the Far East is wanted by four countries in the region, but has so far stayed ahead of the security forces.

According to unconfirmed Philippine intelligence reports, Hambali is living as a peasant in Indonesia.

But the modest appearance of the 36-year-old Indonesian Islamic scholar belies the steely nature of a militant named in connection with a string of attacks.

They range from bank robberies to bombings, as well as abortive schemes to bomb American airliners and US military targets in Singapore.

Hambali, whose true name is Riduan Isamuddin, is a veteran of the war against the Soviet occupation of Afghanistan and is said to be in close touch with al-Qa'eda through Muhammad Khalifa, Osama bin Laden's brother-in-law.

Hambali is believed to have organised dinners and accommodation in Malaysia for two of the September 11 hijackers, the "20th hijacker" Zacarias Moussaoui and a suspect in the bombing of the USS Cole.

"If you assume the Bali bombing involved outside groups, then the first name that comes up is Hambali," said Magnus Ranstorp, deputy director of the Centre for the Study of Terrorism and Political Violence.

While international attention has focused on demands for the arrest of Abu Bakar Baasyir, the alleged spiritual head of Jemaah Islamiyah, his friend Hambali remains at large.

On Monday, Philippine prosecutors charged Hambali in absentia with involvement in a plot to smuggle explosives from the Philippines to Singapore in 2000 for an attack against US and Israeli targets. A second suspect, Faiz Bin Abu Bakar Bafana, a Malaysian in jail in Singapore, was also charged.

Hambali's connections stretch across the Far East. He is wanted in the Philippines for allegedly masterminding the bombing of commuter trains in Manila, killing 22 people, in December 2000.

At the same time, Hambali is wanted in Indonesia for organising the bombing of Christian churches and schools on Christmas Eve of the same year.

Malaysian authorities are looking for him in connection with bank robberies by Islamic militants. They have also linked him to Yazid Sufaat, whose flat in Kuala Lumpur was used to plan the September 11 attacks.

This guy is one of Khalid Sheikh Mohammed's top lieutenants, a ranking member of al-Qaeda's military committee. He hosted the Kuala Lumpur summit that planned the 9/11 attacks and is the mastermind behind just about every outbreak of al-Qaeda related Islamist violence in Southeast Asia over the last decade. He is only a step below Ayman al-Zawahiri or bin Laden himself in al-Qaeda's hierarchy, and a short step at that.
